The episode layouts that will come later center on more than just Gordon. Much like Walking Dead, it's hard to say who THE star is, although, Jim Gordon would most likely be "the guy" just the same as Rick is in 'Dead'. You will see the cast is not an all-star cast of who's-who. Instead it is a realistic blend of instantly recognizable members, oh-that-guy/gal actors, just-TV-celebs and 'nods'.
In the explanations, I will slightly give away the direction of many plots in order to best set the stage. While some of these may not be your ideal picks, keep in mind the mixture of talent seen in most shows.
The Cast
Jim Gordon
A 34 year old Chicago cop returns to his original post. A slim, ex-soldier with less than 6 years as a cop. Unfortunately, he seems to be the only good cop left after his mentor, Det. Sam "Slam" Bradley, is mysteriously killed. Will Jim's past deeds cramp his affinity to seek justice or can he finally clean up Gotham?
Taylor Kitsch
Kitsch, 34 years old and 6 ft tall, may have had some bad luck at the box office, but I see him grasping this role with his natural bravado. A top three pick for Hal Jordan in my eyes, Kitsch would tap into that brash attitude to help establish the Jim Gordon we love. A 'stache is a must.
Barbara Gordon
Behind every good man is a better woman. Barbara is devoted; without her strength, Jim could not have become the war hero, or the cop who stood up for what was right in the face of adversity, or beacon of hope for those that needed it most.
Shannon Lucio
With roles in The O.C., Moonlight and Prison Break, she stands as a great supporting cast member who's role is very important. In time, as in the comics, their marriage is strained, but not before she bares the weight of the stress her husband struggles to balance.
Sarah Essen
Ostracized for her non-stereotypical aggressiveness, Essen gravitates towards the ultra-focused Gordon. For the first time in her career, her attraction to a colleague is more than she can stand. Though there are no short term plans for an affair, an attraction is there and an affair is teased.
Sara Foster
The 35 year old has starred alongside Mogan Freeman, Owen Wilson, Charlie Sheen, Michael Biehn and Jordana Brewster to name a few before transitioning to TV. Nothing yet has caught mainstream, however her performances have always been well received. Giving her the role of the gritty, Tom-boyish cop with a mixed bag of emotions that are screwing up her mind may be the role that finally garners her the exposure she deserves.
Commissioner Gillian Loeb
Dirty, slobbish and slimy. The creepfest disguises himself as a true hero to the people. How deep his hands are into the cookie jar, will be unveiled over time.
Pruitt Taylor Vince
Although I searched for the correct actor to portray the character, PTV was the ONE actor I knew was going to play Loeb. From Identity to Heroes to Walking Dead, PTV has Loeb on lock.
Arnold Flass
This ex-jock enjoys shaming his colors and abusing his power.
Kyle Bornheimer
From the show, Worst Week, Bornheimer has found his niche in TV. As another non-recognizable to most, it helps that he can create this character without a preconceived idea of how HE would portray it.
Thomas Wayne
The patriarch of one of the founding, and subsequently, most powerful (and rich) families in Gotham. The doctor often neglects his generational Wayne Enterprises, at the expense of said organization, so that he may continue his medicinal practices. The death of the Waynes will not only impact Gotham, but lead to many more mysteries and misdeeds.
Jamie Dornan
Dornan was a standout in Once Upon A Time. If 50 Shades derailed his push into stardom, maybe Gotham can pull him back towards the light. Had I had my way, in a much different take on the F4 reboot, Dornan would've been a potential Mr Fantastic.
Martha Wayne
Thomas' anchor. She is strong-willed and courageous. In this iteration, Martha maternal instincts clearly stretch across all of Gotham, using the Wayne fortune to extinguish poverty.
Sarah Lancaster
As Ellie, from the series, Chuck, Lancaster nails the personification, with a few tweets, of MY Gotham.
Geoffrey Beagle
The name change is less confusing since Avengers has debuted their Jarvis. Bearing the weight of many secrets, the senior Pennyworth tries hard to protect the ones he loves.
Ian Mcdiarmid
The Sith Lord adds to the curiosity of what angle JWP is playing. Add to this that he looks like a possible candidate for a current depiction of Alfred, it only increases the comfort in this casting choice.
Alfred Pennyworth
He appears to be an agent for the British intelligence agency MI-6 (MI6: Secret Intelligence Service [SIS] supplies the British Government with foreign intelligence. It is frequently referred to by the name MI6 [Military Intelligence, Section 6]. He will not be a James Bond knockoff. If I were directing our actor, I may ask him to channel a British John McClane. He has come to Gotham on an assignment, one that will settle an old vendetta.
If Gordon is the "Rick Grimes" of Gotham then Alfred is our "Darryl Dixon."
Joseph Fiennes
I am casting him as the best, younger Alfred out there now that, after his stint on AHS, I know he isn't beneath an episodic series.
Bruce Wayne
We've seen snippets of our favorite, caped detective many times. We already know why he becomes the Batman, but now we can see why he becomes one of the most mythical vigilantes in the world.
Leslie Thompkins
In many ways, although a close friend to the Waynes, being employed by Dr Wayne, Thompkins fits in with no one. She is the anti-Alfred in that she detests his vigilantism; the anti-Gordon in that she believes in helping even the most vile Gotham has to offer. She may be the most relatable character outside of Gordon himself.
Missy Peregrym
Fresh off of Rookie Blue, which, I believe was fresh off of Reaper, which followed Heroes, this hard-working, beautiful (and, actually, very good) actress is going to bring the necessary perspective I need from this character.
Lucius Fox
The young upstart in WayneCorp is already climbing the ladder of success and providing Dr Thomas Wayne with ideas and plans to grow and expand the family business into other avenues such as medical, construction and technological advances.
Lance Gross
Given this is TV, I went with the slightly less glamorized actor in Gross. After House of Payne, he starred in the short-lived, action/suspense thriller, Crisis. He's going to play a big part within the mystery of who shot the Waynes, the growth of WayneCorp and he will be interfering in the plans of others; all in the name, be it right or wrong, of WayneCorp.
Elizabeth Kane
The socialite, widowed mother of Kathy Kane, the young child who will grow to become Batwoman. Married into one of the founding, and subsequently, most powerful (and rich) families in Gotham. Let it be noted that Kane has no relation to Martha. Gotham loves Elizabeth, yet whispers can be heard discussing the tumors that surround her husband's death.
Erica Cerra
The Eureka starlet possesses the ability to both capture your heart and have you protecting your privates simultaneously.
Katie Kane
Only as old as her closest friend, Bruce, she harbors a deep secret already.
Roger Elliot
Abusive; belligerent; filthy rich; best friend to Thomas Wayne; The patriarch of one of the founding, and subsequently, most powerful (and rich) families in Gotham.
Todd Lowe
The True Blood alumni impressed enough to be cast as the garbage of Gotham, Roger Elliot. He may not be the only dirtbag in town, but he may be the only one who thinks he's just fine.
Marla Elliot
Marla needs half of the strength of her closest friend, Martha. Lacking a backbone, her inactions will cause a devastating snowball effect when when her son reacts.
Jordan Hayes
A bit player who can hold her own within the ensemble. She is basically an extension of each story in which she participates.
Thomas Elliot
The boy who will grow to become the villain, Hush, is the current best friend to Bruce and Katie. He also shares s special bond with Katie as they are both, already, so internally damaged.
Sean Riley
Rounding out the media-created slacker-pack group consisting of the Waynes, Elliots and Elizabeth Kane, Riley, the most ambitious, is the only member not rich, a mark that haunts the self-pitying, inglorious fool. He has a suspicious bond with Elizabeth and a hunger to be in top.
Jeff Branson
A daytime drama regular, I know him from a memorable stint on Supernatural. From that, I saw aspects of Sean Riley and thought it a great addition to the cast.
Peyton Riley
She, Bruce, and 2 others, form a tight-nit bond with each other. The quartet is referred to by schoolmates and media as the brat pack of Gotham.
Tucker Cobblepot
The patriarch of one of the founding, and subsequently, most powerful (and rich) families in Gotham, Mayor Cobblepot seems to want what's right for Gotham. The Cobblepots aren't as perfect as they seem.
Emilio Estevez
Having laid low for close to 6 years, Estevez is extremely underrated and, as the face of Gotham's political house, he can be the bright spot of the public. As the hot-tempered patriarch of the Cobblepot house, he can tap into his darker abilities.
Miranda Cobblepot
Miranda will play that thin line between good and ruthless
Juliet Landau
Landau is best known as the Buffy alumni known, Drew. Drew and her vampire cohorts were a guilty pleasure of mine way back, and I feel that she could capture the darkness of lady Cobblepot. In creating this family, id almost give them a gothic, old-school horror vibe within the walls of the estate.
Oswald Cobblepot
Ozzy is an educated, cultured young man whose drive to be successful is unparalleled. The man that will one day run the underworld as The Penguin, is going to prove that his hunger to be the most powerful Gothamite is insatiable. My version will be fierce. Almost Wolverine-like in his aggression.
Emile Hirsch
Hirsch can pull off the likable aspects of the public figure and bring the fight when the shadows emerge, much in the same way Estevez would. As you can see, the a-list names I've brought in for Gordon and Pengun show that, when 'Fox Gotham' promoted the show, I was nova enough to be exited.
Jeremiah Arkham
Similar to the show, in the 2-3 episodes I watched, Arkham Asylum was (re)opening. The difference between my show and theirs, is where the struggle of control rests. Dr Arkham is the sneaky psychotic straight from the pages of the comics.
Walton Goggins
From Justified and Shield, Goggins gets the part, less for his excellent acting ability, of which he does possess, but more for his physically creepy demeanor.
Franco Bertinelli
One mobster stands tall as the mafia don. The unraveling of the mob is the focus of the series, therefore I can't reveal how the future unfolds.
Christopher Meloni
Oz and L&O:SVU are only snip its of this chameleon's ability to our act some of the icons of cinema. Why he hasn't gone down as one of the greats is beyond me.
Maria Bertinelli
More than just a mobster's wife, Maria will be involved in a pretty intriguing subplot.
Claudia Black
The Stargate starlet is no stranger to geekdom. I needed a strong actress that could carry a meaty subplot alongside Meloni and Boothe.
Arnold Wesker
I'll have a lot of fun peeling the layers from this weirdo. As the present-day accountant of the Bertinelli family, the man who will one day be known as the Ventriloquist, will have his moments when we see the cracks in his facade. His allegiance is week as his psyche.
Jared Harris
With Mad Men over, Harris now had the freedom to play up the subtly and meek behavior of Wesker. The eruption, preceded by tiny episodes of crazy will be that much more spectacular, possibly the 'character to watch', with Harris driving.
Rafael Santini
Everyone has to have a beginning, right? Santini may, down the road, have to cross paths with Penguin, but for now, he's a hired thug the Bertinelli family uses to etch out the competition, those that oppose them, or just about anyone whose death from which they will benefit.
Vincent Falcone
Bertinelli may be the don, but Vinnie Falcone is the most respected gangster.
Ian McShane
I think I've found the best in McShane.
Carmine "Roman" Falcone
The next generation of the Falcone syndicate is 10 times more ruthless and 10 times hungrier than pops

True, I've been catching up on Dexter as of late and just completed the first season. Maybe that's why I feel Camargo can play this part amazingly, if not against type.

Sister Falcone is just as vindictive and savage as her younger brother Carmine. Having married her way into the Viti family, she has taken it upon herself to combine the 2 families after her husband's disappearance.
Rosie O'Donnell
She gets a lot of hate, but when it comes to her acting, Now&Then, A League of Their Own, she is surprisingly well suited for drama. Besides, Carla isn't meant to be liked.
"Goony" Bob Hawkins
This is my homage to Burton's Batman. While it's not my favorite. It stands as a hallmark of the character. Bob 'the goon' Hawkins (as written in the information section on the box the toy comes in) was an original character that has Easley never seen attention outside of that movie. There, goon was the trusted right hand of JOKE Nicholson's JACKER whereas, here, he becomes the gun for hire of the Falcone family.

Big Lou is a master manipulator. No one is safe when he has a goal.

Big Pu$$y from Sopranos is the Tim Sale depiction come to life.
Sal Maroni
Sal's vendetta with Carmine sometimes clouds his judgment. That aside, no Mafiosa is quicker to kill and his reputation precedes him.
Jeremy Sisto
Not really a nod to his voice work (ironically the same could be said for the Fox-Gotham's Gordon, who voiced Batman in Year One) from New Frontier, but more an admission to the darkness he brings to many of his roles. Look no further than L&O for this.
Tony "Fats" Zucco
With many different iterations on the character from which to take, I chose the low-level soldier characterization. Keeping the pattern, he is the gun hired by the Maroni Crime Family.
Lew "Mo" Moxen
In the comics, Moxen hires Chill to gun down the Waynes. Will the mobster be responsible in the world? I'm surprised (actually, I'm not at all surprised after seeing the Fox Gotham unfold the way it has, grasping a hold of anything that is familiar to a wider spectrum audience and, man I dislike the show) Moxen hasn't seen life outside of the comics sans Brave and the Bold.
Jim Beaver
Beaver, who played double duty, an uncommon task due to the complexity of the roles, in Supernatural and Deadwood, would be reintroduced to McShane in a role that was built for him.
Joe "Chill" Chilton
The man who killed the Waynes; in the comics; Chill kills anyone he's paid to kill.
Santo Cassamento
Rounding out the 5 families is Cassamento. There are codes and values every mobster must live by. Cassamento believes those codes are mere suggestions.
Powers Boothe
What can be said about Boothe that would convince you he would take this 'meh' character and make it worth a million dollars? If your not convinced by his name alone, it's not worth my time to sway your decision; you're just insane.
Mickey "The Irish" Sullivan
In the comics, Mickey "the mink" Sullivan belongs to a gang of Irish assassins hired by Carmine to take out 2Face. With a slight reboot to the character, I've decided he best fits as the trigger-happy assassin hired by Cassamento.
Jason Blood
Unbeknownst to Gordon, or anyone else for that matter, Blood was once the most respected knight in King Arthur's court, who's identity was erased from history after his betrayal. In love with Arthur's greatest enemy, the evil sorceress who once apprenticed Merlin, as well as being Arthur's own sister, Morgaine Le Fay, Jason o' de Blood turned on Camelot in favor of his mistress. Just before all had perished, Jason realized his error and sacrificed himself to the dying Merlin who bonded his soul with that of the demon Etrigan in order to defeat the enchanted witch. It was too late as Arthur had, as well, dyed.
As penance for his treachery, Blood would become immortal. With this immortality, Blood could call the demon from hell in order to vanquish evil. Once he saved the number of people he let die centuries ago, he soul could move on. The catch is that, when calling the demon, he would not only experience the pain brought on by the fires of hell while he lay dormant, but hell would take a soul, permanently, in exchange for the temporary use of Etrigan.
These days, Blood has become the most knowledgeable demonologist, helping solve many magic-based phenomena. A resident of Gotham, Gordon will seek Blood's aid AT LEAST one episode a season (our annual Halloween episode) teaching Gordon and our viewers about the cursed land on which Gotham was built.

Having fallen victim to the new Scream killer(s), Wiles, who was dark enough as the cop of Scaryville, USA, is open for reemployment.
King Snake
Sir Edmund Dorrance is season 1's big bad. It'll take the combined efforts of the GCPD and Alfred to take him down. What, though, brings him to Gotham? Who is he?
To understand Snake, one must understand those who hunted the villain. There was a secret ops team working without the consent of affiliated nations. Branded the Outsiders, and wanted by the very governments that trained them, these 52 rogue agents sought out the criminals, like King Snake, that were untouchable. One branch, in particular, was feared more than the others. Infamously known as the Birds of Prey, Eagle, Crane and Vulture located King Snake.
Sir Edmund Dorrance, aka King Snake, has made a small fortune as the world's deadliest mercenary. In his travels, he found a territory that was perfect for drug trafficking, a profession he wished to be a part of. Creating a massive base in Santa Prisca from which to control the largest portion of the world's drug trade his base attacked by the Birds of Prey.
For nearly one year, Snake and his soldiers battled the trio. Edmund killed Vulture and left Crane, whom he had captured and raped, for dead before escaping. Snake's last words to Eagle before escaping in a helicopter, mocking him over the belief that he will not find Crane before she dies, were that her life was not even worth a penny (in reference to the pit of copperhead snakes where Crane was dumped and left to die).
Realizing this, Eagle was able to rescue Crane, only to discover she was actually pregnant with Edmund's son. Due to injuries sustained, Crane, aka Mademoiselle Marie, died in front of her partner, and lover, Eagle, aka Alfred Beagle. Eagle made the choice to turn the infant over to the Santa Prisca government, calling the child "the bane of his existence." The child would grow up, and spend 3 life sentences, in prison.
Something has brought the drug lord to Gotham.
Liam Cunningham
The Game of Thrones actor has been mentioned before as playing the newer, tougher Alfred. I felt, instead, to cast him as the fearsome King Snake, father of Bane. Man oh man, Alfred will be regretting his heartless and vengeful decision to toss a baby in prison when that baby breaks Batman's back in the future. I thought it was a nice touch to have Alfred be some unrelenting a-hole. It adds layers to Bruce Wayne and his struggle to always do the right and just thing, as well, it will play into his anti-relationship with the always positive Thompkins.
Julian Day
The season 2 big bad. Since the best take on him was in Long Halloween, that will be the direction taken here. When he is finally captured, he will stick around for Gordon as Lector was for Claresssssse. I have some pretty sadistic murders he will be committing. Not only will they be holidays but the murder will fit the day. Creepy
Lance Reddick
The Wire, Lost, Fringe and my personal pick for Vulture in Marvel's Spider-man should they use him. How would Reddick not deliver spine-tingling chills as the Lecter-like Julian Day?
Basil Karlo
When The Gray Ghost franchise recasts the main hero, Karlo, the man losing his golden role and our 3rd season's big-chase, reacts by killing off the actors of the new hit movie, ending with Simon Trent, the actor who "stole" his role as the titular character. The main villain of the movie is called Clayface; it is this reason the media dub season 3's big-chase bad guy as Clayface. As with the original, Karlo has no powers.
Lee Tergesen
I don't know how they did it, but Oz managed to have the most talented cast on TV EVER. This guy was just one of the many who made that show amazing. I felt it was time again for him to wow a new generation as the season one killer.
Jervis Tetch
Season 4 found its big-chase villain. Hatter isn't going to be doing any Alice in Wonderland gimmicks, although his obsession of the book will be clear, nor will he use mind control, yet. At this point, he is developing his insanity. He will start by being a kidnapping fiend. It will be an incredible thriller each scene Gordon stresses to find the sicko.
Jack Gleeson
The impish actor carries a bit of creepiness, and carries it well. Also a Game of Thrones favorite, I debated whether I was going to use him here or as Klarion the Witch-boy. In the end, I felt his caliber was worth more than a one-off episode and having him be young, showing that he will be in his early 40's come Batman time, it makes the other adversaries feel more balanced. (Edit: he's too old to be the Witch-boy anyway)
Another thing I hate, or think I know enough about to hate, in Fox-Gotham is that all of the bads are all ready around so, 1) it's a wonder the place didn't have a dozen heroes before Batman or just crumble as a no man's land long before Bruce came back from his travels and 2) no wonder Batman is so superior, all of his foes are geriatric and in need of a walker by the time Bats can call himself an experienced crime-fighter.
Ace, the dog

As mentioned, each season would have a gothic, Halloween special guest-starring Jason Blood. The 1st season would not be in present day and would be all Jason. It would retell his origin and dive into the cursed history of Gotham.

-In The Mad Monk, The Monk is a vampire who wears a red, monk-like outfit, with a hood that bears a skull and crossbones. The Monk hypnotises Sarah Essen into trying to kill a man. Gordon must learn from Jason Blood how to overcome the haunting antagonist.
3. Witch boy
-In Klarion Bum Bum Bum The Witch-Boy, Klarion is a young practitioner of the dark arts on a journey to learn all there is to know about witchcraft, as well as cause some chaos along the way.
4. Demon of Gothos Mansion
-In Demon Of Gothos Mansion, Our story opens with Alfred, Batman’s butler, receiving a disturbing letter from his niece, Daphne. She has recently been employed as a governess at a secluded manor house belonging to the mysterious Mr Clifton Heathrow. Her letter alludes to some strange goings on and Alfred is worried for her safety and decides to investigate, aided by Blood, in this Alfred-centric story. He has just found out that Daphne’s boss is a black magician, the very fiend whom trained the Witch-boy, hell-bent on raising the spirit of Ballk – one of the nastiest demons of all time.
5. Solomon Grundy
-In Green Versus Grey, A cold opening with kids jump roping to the Solomon Grundy song (very Freddy Krueger-like). When Grundy runs amok, Gordon visits Blood only to find a foreboding note explaining his absence. In the note, he refers Gordon to Alan Scott.
6. Spectre
-In Wrath And Redemption, Long ago, a rebel band of angels attempted to wrest control of Heaven from the Presence. As punishment, they were cast down to Hell, where they became demons. In time, the demon Aztar, sought forgiveness. The Presence's judgment was that he would become a vessel for the Divine Wrath. For centuries the Wrath of God punished and humbled mankind, until the both of forgiveness in the form of Jesus. God's vengeance and forgiveness could not walk the same plane together.
When Jesus died on the cross, the Divine Wrath was released from his exile and sought vengeance on mankind for the death of Christ. He was interrupted by the archangel Michael, who informed the Divine Wrath that due to the example of Christ, all aspects of God were now to be bound to human souls. The Wrath sought out the soul of a person who thirsted for swift, vengeful justice.
Over the centuries, there were many who joined with the Divine Wrath to become the Spectre, chosen from those who had met unjust deaths, and sought vengeance.
In 1941, Jim Corrigan was murdered in a gangland killing, tied up and thrown in a barrel of cement and dumped in a river. Upon his death, he found himself in Limbo, which was in turn thrown in a river. where he was bonded with the Spectre Force and tasked with its mission, to confront evil wherever he found it. Corrigan returned to the world of the living, where he exacted vengeance on the mobsters who had killed him.
Feeling immeasurable pain, having bonded with the spectre, Corrigan was constantly seeking a way to break the bond. In this, he finds a way to separate his body with the wrath. Unfortunately, with out the judgment of a host, the embodiment of wrath condemns any who transgressed, no matter how minor the transgression. Our gothic duo of Gordon and Blood must find Corrigan and convince him to sacrifice his body to the force.

He will seem eerie and suspicious but will get away with it when another family comes up missing. The very last scene will show him go into a storm cellar or bomb shelter to the missing family member who'll be tied up in a torture scenario.
Maxie Zeus
-Maxamillion Zaius lost everything the day his wife went missing. He lost the only woman he ever loved, his faith, and his sanity. Considered an unsolved mystery, Zaius became obsessed with protesting his disgust with the apathetic GCPD. Over time, his charisma attracted others who felt betrayed by the law. These protests led to a cult commanded by Zaius himself. Growing more delusional with each passing moment, he believed himself to be Zeus in human form.

-In Slade, Slade Wilson comes to Gotham to ask his old squad leader, James Gordon for help in rescuing his son, While Gordon is aware of the man he has become, he remembers the man he once was.

-In The Mark of Cain, an unknown source hires David Cain to kill Gordon.

-A hater of social media, Mr Camera takes to killing the many Gothamites who seem to live their lives staring through a camera. Mocking them, he floods their networks with selfies of their murder.
