Halo: Nightfall, debuting November 11, 2014 in Halo: The Master Chief Collection. Executive-produced by Ridley Scott, Scott Free TV President David Zucker, and directed by the award-winning Sergio Mimica-Gezzan ("Battlestar Galactica," "Pillars of the Earth," "Heroes"). Halo: Nightfall is a live action series providing insight into the origin and backstory of legendary manhunter Agent Locke (Mike Colter, “The Good Wife”), a pivotal new character in the Halo universe who will play a key role in Halo 5: Guardians. A strange and treacherous world exposes elite UNSC operatives to a much deeper danger.

I BELIEVE there are different "Generations" of spartans, masterchif being the generation 1 which were bulky and imposing.. as the series progressed usnc created more throwaway spartans, gneetically modding them and such that produced them much quicker, with less bulk and skill the mindset that mass producing weaker versions would overall be more beneficial.. i could be wrong though.

This guy could be a spartan 2 or 3(Regular guy opted into program genetically altered etc)

Chief was a Spartan was a Spartan II. His "generation" of Spartans had bunch of "washouts" who didn't make it through the augmentation process (death, deformation, unsuccessful, etc). This guy could be one of those washouts. If you're talking about Mike Colter's character it seems like he'll become the agent hunting down Chief in Halo 5. I'm not sure if his character becomes a Spartan or not but lets face it, anything after Spartan III's shouldn't be considered Spartans. Just my opinion.
