Per DC Comics official blog, The Source:

Coming in May, DC COMICS-THE NEW 52 “Second Wave” will literally expand the world-building efforts of the comprehensive publishing initiative. With the addition of a parallel Earth that features prominently into both EARTH 2 and WORLDS’ FINEST, the developing narrative will encompass new heroes from distinctly different backgrounds, building on the shared universe in some surprising ways.

“Superman’s cousin loves her adopted world with a passion, seeing how the people of Earth have adopted her and taken her to their hearts,” said EARTH 2 writer James Robinson. “She is the definitely brightest light among this first group of Earth 2 heroes.”

“Meet the Earth 2 Supergirl, aka Karen Starr,” said WORLDS’ FINEST editor Wil Moss. “As readers of MISTER TERRIFIC already know, Karen has been busy since she arrived on the main DCU Earth, creating a successful company and dating the brilliant Michael Holt. But what are her true motives behind those actions? How did she get here? And what incident prompts her to take up her new identity of Power Girl? Find out in WORLDS’ FINEST #1!”

Here’s a first look at the Supergirl of Earth 2, designed by Kevin Maguire.

Earth-Two is a fictional universe appearing in American comic book stories published by DC Comics. First appearing in The Flash #123 (1961), Earth-Two was created to explain how Silver-Age (Earth-One) versions of characters such as the Flash could appear in stories with their Golden Age counterparts. This Earth-Two continuity includes DC Golden Age heroes, including the Justice Society of America, whose careers began at the dawn of World War II, concurrently with their first appearances in comics. Earth-Two, along with the four other surviving Earths of the DC Multiverse, are merged into one in the 1985 miniseries Crisis on Infinite Earths.

DC Comics recently announced a new series called "Earth 2" which will take place on this version of Earth-2. Another series "World's Finest" will star the Earth 2 versions of Power Girl and the Huntress.

With the direction they're going here, they should have just covered the legs entirely and it wouldn't look so goofy.

Karen Star = Win
Cup Size = Fail
Costume = Fail

Didio may as well should have greenlit this:

If Powergirl is to be the "Shining Light", her breasts are the shining light to all fanboys (us guys that actually buy your books, figures, statues, etc) and cosplayers (yes girls love to dress as PG). DC writers have actually done a great job developing PGs personality, motivation & character . . . so I don't want to hear any feminist BS, or PC-progressive thinking crap on "normalizing [depowering]" PG.

I was like oh well this costume has got to be better than her costume in the New 52... just goes to show you that again I'm wrong...

They should have just covered up the legs, just from design reasons it would look better.

Well at least it's official that the Karen that appeared in Mr. Terrific is the same one, and that the Huntress in the mini is probably the same as well.

The costume needs to be improved from below the waist.
The boats should be re-designed a little.
Super-girl does not need gloves.
Her shirt should be short sleeved
and not full sleeves.
Please take off the collar.

Does this not sort of get in the way of the obvious Power Girl outfit that she wore, when we first glimpsed the post-Infinite Crisis Earth 2, in 52?
