I have great plans for a full script, but first I had to decide what the film would be about, and what actually happens. I decided to base it off of the Ultimates greatly, with a great deal of Earth-616 universe. I have even found some great locations for the settings.
SETTING
SHIELD Headquarters
There is a SHIELD Headquarters Facility at the "Boiling Air Force Base" in Washington D.C. The White House & the Washington Monument is visible on a higher level of the SHIELD facility. Inside are SHIELD agents, including Black Widow, Hawkeye, and it's director, Nick Fury.
OUTLINE:
General Nick Fury of SHIELD establishes a strike force of government-sponsored heroes which include Iron Man, Black Widow, Hawkeye, & Captain America. With the U.S army backing them up. Together they are based at the SHIELD Headquarters facility.

After Captain America’s revival, a mysterious character claiming to be Rick Jones - Loki Disguised - shows up at the SHIELD facility. He offers his help to General Fury, and secretly takes a blood sample of Captain America's. He then goes back and offers the sample to Bruce Banner. After Bruce finishes tweaking the sample, he injects himself with what he thinks is the sedative to the Hulk, but really puts Loki's plan in affect. As Bruce transforms into Hulk, Loki reveals himself. Hulk immediately goes for Loki, but Loki stops the hulk with a magic shield, and tells Hulk hes under his command now. Loki Hypnotizes Hulk, and tells him to go to his half brother Thor, and tear him and anything else that gets in his way, apart.
Thor, in his own part of town goes to communicate with his father, Odin, thru the Ocean bed. Odin tells him that Loki has escaped the chamber and is planning to destroy him and takeover Midgard.
SHIELD learns of Hulk's rage and assembles the team for the first time. Captain America, Iron Man, Black Widow, and Hawkeye. Hawkeye was given a sedative in his arrow, to transform Hulk back into Bruce. It is the Avengers job to stop the Hulk. They finally reach the green Goliath as he yells out Thor's name. Thor hears the beast's call.
Captain America, Black Widow, and Hawkeye stepping out of the rear of a U.S military chopper. Iron Man flies in over their heads, and charges into Hulk sending him flying. Hulk still near, grabs Iron Man and throws him into a building. Hulk is then unexpectedly hit with Captain America's shield. Captain America tells hulk to fight him, and the two throw powerful punches. Hawkeye standing on the chopper prepares his arrow for the sedative. He then sees Captain America flying to his feet, Hulk heading right there way. "Oh Boy", Hawkeye blurts out. As Hulk runs toward them, the other soldiers including Black Widow began to shoot at him to slow him down. Then out of nowhere a strike of lightning casts down between Captain America and the charging Hulk, sending him flying backwards. Thor drops down slowly telling Hulk he isn't a match for the Son of Odin. Thor slamming Hulk with his hammer, smiles as hes pounding the monster. As Thor begins to swing another time, Hulk's eyes begin to glow yellow, and Thor pauses his swing and says to himself, "Loki". Hulk smiles and kicks Thor & his hammer flying. Iron Man goes in one for time, and saying, "Lets try this again". Iron Man blasts Hulk with his chest reactor. Hulk lying in front of Captain America, he uses his shield, and slams it into the Hulk's face. Captain America orders Hawkeye to shoot the sedative now. Hawkeye says," Aw man, i was enjoying the show". He then plows the sedative into Hulk. Hulk's yellow eyes open wide, and changes back to green before transforming back into Bruce Banner.
Bruce is then held captive in special vault prison on the same grounds as the SHIELD Headquarters. The vault is filled with super enhanced criminals, including the Hulk's old foe, Abomination. Thor decides to finally join the team. Nick Fury tells him its about time because those pointless trips to Mexico wasn't doing any justice. After the battle with the Hulk, the Avengers team has taken notice to the public.
Now that the team is publicly known, they become sort of celebrities. Well not Tony Stark because he's already a celebrity.
Back to Loki, hes furious that his plan with Hulk failed. He is even madder that Thor joined the Avengers, and will be even harder for his plan to unfold. Now he has to use his devilish ways to dissemble the team from their supporter, SHIELD. He knows he can't go directly for Thor, because Thor is aware of Loki's presence. Loki figures that if the team's leader, Captain America turns on SHIELD, the rest will follow.
Marvel-Freshman: I'm currently unsure at what Loki could do. I thought about him murdering a couple of people, and covering it up to make it seem like SHIELD was responsible. If you have any suggestions, please share, and I will credit you on the finished product. I DO have a plan for the final fight though.
Basically at the end, Loki has dissembled Captain America & Thor from the team. He then breaks out all of the super criminals from the vault, including Abomination. And as their leader, Loki tells them to destroy Washington D.C. They attack the SHIELD facility, and even heads for the White House, and other landmarks in Washington. At first, it is just Black Widow, Hawkeye, Iron Man, Military Soldiers, SHIELD agents, and even Nick Fury fighting for Washington. Iron Man contacts his buddy James Rhodes, and he dons his War Machine armor, and joins the fight. Some of Loki's break-out crew invades the SHIELD facility. They find Bruce Banner in his personal. They beat on the glass keeping him captive. Then one of them sees the button that opens the doors. He pushes it, and hey began to beat on Bruce. He tries to Hulk-Out, and doesn't seem to work. Then suddenly his green eyes appear. The battle outside is still going on. Then suddenly the Hulk breaks through the exterior of the facility, joining the fight. He sees his old foe Abomination, and heads directly for him.
I have a vision of Loki sitting on the White House overlooking what he has done.
Marvel-Freshman Captain America is supposed to be somewhere not knowing what Loki is doing to Washington. I want him to receive some words of wisdom from someone. I plan after the battle is over, the Hulk would return to his home, and basically making Bruce Banner a fugitive again. The other Avengers do recognizes Bruce's help, and doesn't consider him a threat anymore. Just someone who is misunderstood. I'm also figuring out how to introduce Thor to the battle. I'm still figuring things out, but it is coming along. Tell me what you think.
