It sounds Jerimiah Arkham. I hope it'll be fixed up in post if it's real, because it sounds like a posh twat. It's probably due to the mask, so he probably won't actually sound like that.

Actually, the more I think about it, maybe they didn't want Bane's voice leaked online (like this) so they put a fake voice on in order for the actors to crowd to react to and plan to dub over it during post. It doesn't even sound like Hardy.

Nah its Hardy, its Shinzons voice only aged 500 years. I can't believe Nolan managed to get a voice that sounds even worse then Bales Batman.

Yeah, not sure what to think about it just yet. Be better to hear an official recording or better yet a scene before I determine whether I like it or not.
