Batman's mysterious weapon is an "EMP Blaster." For those that are not familiar EMP stands for electromagnetic pulse.
EMP is a side-effect of intense radiation bursts, usually from a nuclear weapon. Its effect is to fry most semiconductor-based electronics within its effective range, which is to say most electronics these days. This gives EMP a potential offensive use via strategically placed nuclear airbursts. - defenseindustrydaily.com

The Dark Knight Rises hits theaters July 20th 2012 and stars Christian Bale as Bruce Wayne/Batman, Michael Caine as Alfred Pennyworth, Gary Oldman as Jim Gordon, Tom Hardy as Bane, Anne Hathaway as Selina Kyle, Joseph Gordon-Levitt as John Blake and Marion Cotillard as Miranda Tate.

It's going to be pretty cool seeing the REC from Arkham City on the big screen. I thought it was such a cool weapon in the game

I'm guessing Batman uses this device to stop Bane's earthquake machine.

thats totally what a ninja would use. I miss the cartoon. he had a car and a plane and stuff, but what made him cool was he only blew up bad guy's stuff and he'd maneuver traffic without hurting anyone or damaging anything, hed make the bad guys wreck. This batman just blows the shit out of half the town just to drive down the street. In dark knight I bet batman did just as much property damage as the joker did.
