“Once again, Capitol Couture pioneers fashion and culture with the first look at the Capitol Portraits. Always the escort, fashion-forward Effie Trinket is resplendent in her year 74 victory, clad head‑to‑heel in couture. Head to heel in couture, Effie enchants in an exploding silhouette of chiffon and organza blooms. Never one to waver in her fashionable footwear, her heel-less boots are shod with a golden horse-shoe platform.”

THE HUNGER GAMES: CATCHING FIRE begins as Katniss Everdeen has returned home safe after winning the 74th Annual Hunger Games along with fellow tribute Peeta Mellark. Winning means that they must turn around and leave their family and close friends, embarking on a “Victor’s Tour” of the districts. Along the way Katniss senses that a rebellion is simmering, but the Capitol is still very much in control as President Snow prepares the 75th Annual Hunger Games (The Quarter Quell) – a competition that could change Panem forever.

The Hunger Games: Catching Fire opens November 22, 2013.

It is ugly by our standards though, and that makes sense. There has always been a trend of the rich and wealthy over-dressing in order to further themselves from the less fortunate. The "extreme" exaggeration in this movie is actually a reasonable outcome of a ruined country and the social standards set by it.
