You are an idiot, sir. How dare you create an article based on Batman's 2nd greatest foe and have the [frick]ing audacity to not include this guy:

He IS Batman's 2nd greatest foe you ignorant lackwit!

Either Ra's Al Ghul or New52 Owl Man (whom I absolutely adore)

That's a tough one. I'm gonna have to go with Ra's on this one, neck and neck with Bane.

While I KNOW he is not a member of his traditional rogues gallery, I would say more recently Lex Luthor.

definitely ra's. Bane in recent years hasn't been as strong as a villain as al ghul

The greatest villains are the ones he cannot defeat, even when he prevails. @midnighttrain890
You need to start writing articles, not posting pictures. Consider an editorial in a newspaper, or an article of any kind for that matter, in your local newspaper. Paragraphs. You don't need too many, don't need to make it a college paper like I typically do, just give it some thought and time, so we'll be inclined to do the same when regarding it.

Yeah, I was going to say Ra's, but...

Ra's is number one, because he is the only one killed the Joker. I actually did his feats.

It would either have to be Polka Dot Man or Zebra Man... probably Polka Dot Man.

Oh it's totally Silver age Calendar Man or Killer Moth. I mean come on you either have the dastardly holiday themed crimes of Calendar Man or the deadly Killer Moth.

Serious answer it is Ra's Al Ghul no question. None of the heroes are equal to Batman like Ra's is or have the history with him. I mean Mr. Freeze is cool along with Riddler and Bane but none of them are Ra's Al Ghul.

Scratch heroes off and replace with villains. Why doesn't this website have an edit function yet? Seriously it is annoying to have to copy and paste your entire post and then delete it to correct mistakes.

I'd say the Riddler.

After the Joker, the rest of the villains are on equal standing. However, there is another one that Batman cannot truly defeat because of their love-hate relationship.

It's Catwoman!

Ah man, I could look at that gif all day...

I personally consider Poison Ivy to be the most powerful villain he's got. If she would set her mind toward straight up killing Batman there wouldn't be a whole lot he could do about it. Too bad her goals are always something different or she loses focus because a potted plant drops off a shelf or something.

Riddler actually poses the greatest threat because if he were to beat Batman it would permanently destroy his World's Greatest Detective status and his well-cultivated fear-aura because you can bet Riddler is going to put that on a live stream.
