how does this count as a prelude? rather than contributing to the story or explaining some unexplained stuff like fury's big week or the thor the dark world prelude this prelude is just showing us everything that happened in iron man 3 and TWS so far

They're not tricking me again. These comics have nothing whatsoever to do with Civil War. They're just using the name to sell a Winter Soldier movie comic, just like they did with Iron Man 3.

The first two parts were Iron Man 3 retold with nothing new or relevant. It's safe to assume this is more of the same.

I'll say the same thing I did with the iron man 3 comic. Stupid, unnecessary and a waste of good artists time and marvels money. Who the [frick] would want to buy this when they can just watch the [frick]ing movie?

Art is terrible.
New Marvel staff needed.
Needs a Abrams type that will respect the old but move forward without any forced changes (sex, race, etc).
It's getting embarrassing.

Are they ever going to explain why Fury is not in Civil War? I'm assuming he isn't because Samuel L Jackson says he isn't.

I can't think of any reason why fury wouldn't be involved somehow. I can't imagine hydra is a big enough threat at this point for him to need to continue hiding out and even if they were he could still show up like he did in AoU.
