I don't know if he has powers now but I think he should only be a normal human.
But the best martial artist/hand to hand combatant in the Marvel U.

As Shang was created to be a homage to Bruce Lee,he should kick ass even against super villains.
Proving a man with his skill & resolve can defeat evil.

Access to Chi energy IS a baseline human ability in the marvel U.

Only those will great skill, focus and discipline can access it, but everyone has the potential.
