I would have to go with Jim Carey because he was awful as Riddler. You left out Tommy Lee Jones as Two Face that role truly upset me. Gene Hackman's Lex is pretty dumb too especially when he ends every sentence with "me Lex Luthor the greatest criminal mind the world has ever seen".

Why is Willem Dafoe on this list he is not over the top he was fantastic as Green Goblin? Christoph Walts was awesome in Green Hornet also. Colin Farrell was over the top but Bullseye is an eccentric character so I enjoyed him alot.

@ SUPERBATSPIDERMAN
Yeah, I left out Tommy Lee Jones as Two-Face because I didn't want to have two villains from the same movie. And I only said these were over the top roles, not bad ones, that's why Green Goblin, Lex Luthor, Bullseye, etc. are on this list.

Gene Hackman's Lex by far. Too idiotic, too campy, too over-the-top.

Just a mess altogether.

Peter Saarsgaard wasn't over the top. He was creepy and spot on. So my vote goes to Benjamin.
