This is the pilot episode "Puddle Trouble" from 2006 which wasn't picked up by Cartoon Network for unknown reasons and was never aired. Later, the pilot was released on the "Plastic Man: The Complete Collection" DVD set. Tom Kenny voiced Plastic Man and got to reprise his role in "Batman: Brave and the Bold"
