The figures inside the cards do look pretty bad, but great art there, on the Joker - minus the small head. Removing the eyebrows is a smart move; it creates a whole different combination of sinister with that static grin.

I wouldn't go as far as saying he's a bad artist, but lots of little things in that cover are bad (proportions and monkey faces), and so what could've been a really nice cover looks mediocre at best...
Not sure he's good enough for covers, or even the more 'high-profile' titles.
