There are no new major additions to the cast.

Harvey Dent arrives for a counselling session with Jonathan Crane. Crane picks up his mask and uses his fear gas to start scaring him. Its night and Gordon is the last one leaving the Police station, so he turns the light off but then he sees another person in the room. Then from behind he is hit over the head and falls to the ground. As other men come at him he puts up a good fight but is beaten to the floor. He realises that its other police officers and they say that he’s putting them all in danger with the trouble that he’s causing.

Crane arrives for a meeting with some mob bosses where he releases his gas and puts on the mask. One mobster shouts “Do you think that you can run this city?!” and Scarecrow responds “No, fear will.” Gordon is in hospital when the lights go out and Batman climbs through the window and offers to help Gordon stop the corrupt police. Gordon says that he has to do it himself to reinstate his authority but gives Batman a lead on some gangs. Batman arrives at the location and finds the men that Scarecrow has gassed, cowering in the corner.

Next, Crane is talking to Dent offering him the chance to get some revenge. He then lets Dent and several other inmates out of Arkham and they head for the Police HQ. They use the fear gas to take down the entire police station, finally getting to the commissioner’s office where he and some other people in charge are. Dent says shouts at them about their failure to protect people saying “you’re not going to fail anyone else.” He flips a coin and then kills them with a high dose of fear gas.

Batman arrives at the station and takes down some escapees before reaching Dent who puts up a fight, shooting Batman (some effect but he is wearing his protective suit) before Scarecrow arrives. He gasses Batman, causing him to fall to the floor and start hallucinating. Scarecrow says to him about how they both use fear as their weapon, how he has lived his life in fear and that now he's sharing that with everyone else. Batman has flashbacks of how his dad, Alfred and Ra’s al Ghul had all taught him to overcome fear. Dent says that Batman failed his family too and flips his coin, scowling at the result. But then Batman overcomes the fear gas and throws a smoke grenade filling the room with smoke using the cover to take down all the villains.
