Commissioner Gordon (GARY OLDMAN)
Gordon finds himself divided: work vs. family life, block Batman investigation vs. support it, give up undercover cop vs. let Batman suffer, He hunts Batman to appease cops wanting justice/revenge, while truly believing in Batman’s ideals…at least to begin with. As Batman is framed Gordon begins to wonder just how far this vigilante will go, and whether this is about justice or madness as Dr. Lestrange suggests.
Detective Stephens (KEITH SZARABAJKA)
Stephens accidentally shoots a black boy while pursuing the serial killer Holiday and comes under a lot of heat and the black community is outraged at GCPD. He resigns from the force. Playing off his guilt, Hangman lures Stephens into a trap and kills him.
Detective Ana Ramirez (MONIQUE GABRIELA CURNEN)
Guilty after TDK and hated by her fellow officers, she becomes an alcoholic and extremely sensitive about child abuse cases. After a violent shootout, Ana gets jumpy with the gun. Her partner Allen is concerned and convinces her to see a therapist.
Detective Crispus Allen (HAROLD PERRINEAU)
By the book detective transferred from Chicago with ties to Gordon. Sees Batman as a necessary evil. Concerned with his partner Ramirez’s health. He is trying to pin evidence on Corrigan’s corrupt deals with the mob as part of an Internal Affairs investigation when he kills an assailant attacking Ramirez during a gang stake out gone bad. This leads to his badge being suspended until Ramirez gets the bullet from Corrigan. Tragically gunned down by Corrigan.
Corrigan (DAVID CARUSO)
Corrupt CSI cop who sells crime scene memorabilia (the Riddler collects Batman’s gadgets), including the bullet Allen used to kill Ramirez’s assailant, in the hopes of heading off the heat Internal Affairs had been putting on the GCPD. Corrigan is in on the conspiracy to redevelop the Narrows, his birthplace (where he has a bad reputation), and covers up evidence which could lead to discovery of the plot. He sees the Narrows as a cesspool of two bit thugs and addicts, and wants to see a better life for the people there…and make bank in the process.
Detective Bullock (RAY WINSTONE)
A hard-boiled detective in the major crimes unit loyal to Gordon who lost friends on the force to Joker and (supposedly) Batman, including Wuertz. While everyone swears he’s a good cop, Bullock has a reputation for taking bribes, police brutality, and ties to organized crime. He is brought back to the force by Gordon after a long probation for beating up several mob informants.
District Attorney Ellen Yin (MING NA WEN)
Harvey Dent’s replacement, Ellen Yin used to be a detective before going to law school, and teams up with the GCPD to develop a strategy to take down the weapons dealers supplying Gotham’s criminals. She is distrustful of Gordon and Batman, and plans to exploit their relationship to get Batman's help taking down the smuggling ring only to get him arrested by Hong Kong authorities.
Jason Bard (?)
Undercover cop working for Gordon, but no one is sure whose side he’s really on. Bard is an Iraq war vet who knows about the Mad Hatter’s reputation. Cocky and overconfident, he also has intimate knowledge of the inner workings of Gotham’s criminals, in particular the weapons smugglers.
Detective Jie Huang (WAI WONG)
“Hong Kong Detective” in TDK, he was forced to help Lau who paid off his gambling debt. Since Lau is out of the picture, Detective Huang tries to go clean but is soon approached by arms smugglers who threaten his family. When Batman goes to Hong Kong tracking the arms smugglers stealing Wayne Enterprises weapons, he and Jie Huang team up for a short time.
Agent Edward Nashton, “The Riddler” (MICHAEL EMERSON)
Exceptionally intelligent and eccentric FBI agent sent to assist GCPD’s manhunt for the Batman. His specialty is faking crimes to lure the target out, except that as the movie progresses his "lure crimes" become more and more like the real thing as he becomes obsessed with catching Batman. Only later is it revealed that he was a criminal mastermind recruited by the FBI for help in cracking their most difficult cases.
Mayor Anthony Garcia (NESTOR CARBONELL)
In the mob’s pocket, Mayor Garcia tries to keep Gordon out of harm’s way by keeping him on Batman’s trail. The Mayor is part of the conspiracy to redevelop the Narrows, having ensured Proposition I was passed with $500 million towards rebuilding the Narrows “infrastructure.”
