Not every District is poor as District 12, where Katniss came from.

Her District is meant to be the most shitty one, so it is possible to have such things as tattoo parlors in some of the other ones.

keep in mind that the districts are at war with the capitol

so all of these ‘models’ are all from the capitol, dressed up and posing as district citizens so the capitol can try to keep the image of a peaceful and united panem when really we know the entire country is falling apart by Katniss [frick]ing Everdeen

@DanoTheOld, the capital probably doesn't want the other districts to know they wiped out District 12. They're probably worried that if people find out, even more of them will join the revolt. So they put out that poster to make it look like everything's fine.
