Writer Kyle Higgins Tweeted the following:
This assumedly means that Terry McGinnis is set to get his very own sidekick pretty soon.
Batman Beyond comics have introduced characters bearing similarities to classic characters such as a new Hush, Catwoman, Joker King, and a recent shift in status quo in the form of Dick Grayson taking the role of Terry's mentor. I haven't read the latest digital chapter and admit that I prefer the print format. Chapter 9 of
Batman Beyond 2.0 is available this Saturday for digital purchase from DC Entertainment for 99 cents. It will, of course, be available soon in print in the pages of
Batman Beyond Universe. Below is the solicit for the latest digital chapter. Stay tuned to CBM for more details.
Or is Higgins making a joke? Let's hope not.

Now that Rewire’s reign of terror in Neo-Gotham is over, Batman tracks down Shriek, who’s still on the run after escaping the Arkham Institute. Plus: an old Batman foe returns!
UPDATE: Kyle Higgins himself told me that it was just a joke. Thus ends the internet confusion. Hopefully he one day decides to introduce a Robin Beyond.
