Warning Spoilers!.
I am sure many of you readers have seen amazing spider-man and if not, seen the mid-credit scene online. Many of you will have come up with your own hypothesis who the man is, from Norman Osborn to Electro to Stegron.
Here are my reasons why I believe he is an Enforcer.
1. The hat
One of the shots during the mid-credit is the mystery man fiddling with his hat. In the comics, one of the few villains in the comics who appear with a hat are the Big Man, Fancy Dan and Montana. The man fiddles with the hat, to me, indicates he is restless and always on his toes so just incase some on attacks him, he is on guard with his weapon.
2. Workers for Osborn
The enforcers have always worked for a big man if that is Tombstone in Spectacular Spiderman or Kingpin in the ultimate universe they always work for a big man. In the comics, the Enforcers have worked for Osborn many times including the Green Goblins first appearance and which villains would be better to set up Green Goblin. They can be the main villain and pose a threat or be a secondary villain and pose little threat. the can also be Osborn's body guards.
3. Gang Wars
One of the big stories in the comics that have not been in the films is the gang wars with fights between Hammerhead, Big Man, Silvermane, Green Goblin and many more. The Enforcers can be used to set up the film.
4. Multiple characters can be done
One of the things the Avengers did was have lots of characters and still be a great movie. The producers may see they can have lots of villains. Sinister Six is the one many groups people talking about being villains in the future films. The Enforcers are also one of the few groups of Spider-man rogues. This may be a different choice to the sinister six.
5. Big Man
Michael Massee, the mid-credit man, seems pretty big so maybe he is the big man?
