My theory is that after Ben killed his fellow Jedi and destroyed Luke's Jedi Temple, Luke exiled himself, and while alone with his thoughts at the first temple in Ahch-To, he found the journals with the teachings of The Grey.



Luke realized that the concept of Sith/Jedi Orders were misrepresenting sides of the Force, causing imbalances that lead to too much destruction. So he's been studying the code of The Grey, which actually focuses on harnessing the ways of the Force, both light and dark, in order to maintain balance. That is what he means with the end of the Jedi.



You can actually see the representation of The Grey in the color scheme for Luke, Rey, and their time on Ahch-To. Luke and Rey are wearing neutral, grey colors with the cinematography leaning more towards a darker and grey palette. The dark side, Ren and Snoke, wear mainly black. The light side, Poe and Finn wear bright, dynamic colors. Leia on the other hand wears grey like Luke and Rey, because she's never identified as Sith, or Jedi.





Meanwhile, Snoke (Plagueis) already abandoned the ways of the Sith because of how it lead to his fall by Palpatine's hand, so the Sith are gone. He's now simply a dark side user, creating an imbalance in the force.

@auditore - I doubt that'll ever happen. The black lightsaber is a signature Mandalorian weapon, and it's with Sabine (Original Trilogy Era). We don't know if she survives Rebels or passes it to someone else.
