I still find Arrow a bit hit and miss sometimes, a bit like AOS. Both shows suffer with doing too much in an episode, could do with being a bit leaner.

As for the suggestion, he sounds like a decent choice.

I'm fine with this and he would help bring a new shade of paint to the show.

Jay Oliva is great. The movies he directed, Flashpoint, TDKR 1 & 2 are among my favorite DC animated movies ever. They're fantastic. Well-written, directed, scripted, acted.
