In this interview, Joe reveals that in coming up with a new comic book hero, he and Jack Kirby decided to work backwards by nailing down the villain first (Hitler) after realizing that Batman's popularity was due to his villians. So, Cappy was basically a side-issue! They just wanted to get old Aldoph in a comic book and have SOMEONE punch him out!
