Batman vs Dredd-Could go either way so I'll go with Dredd.

Black Canary vs Mr.Fantastic-Reed's malleable body can easily over come her fighting skills and genius intellect can find a way around her sonic scream.

Captain Marvel vs Hulk-Captain Marvel much like Superman speed gives him the advantage in this match up.

Dr.Manhattan vs Silver Surfer-Manhattan for the win he posses several key abilities which gives him an edge over Surfer.

Dude, you can't base Batman losing to a guy with a gun just because he got tagged by a sniper once in his early years. Thats just as bad as everyone saying that Batman beats Superman because of one time he was able to hang with him in TDKR. Facts remains, Batman has faced down people with guns/ projectiles thousands of times, ranging from the everyday gun toting street thug in Gotham to dodging the Omega beams from Darkseid. Does he get hit sometimes? Sure, but more often than not he is able to dodge it or get out of the line of fire one way or another. Punisher isn't a threat to Batman, Dredd could be because of his advanced weapons but he still wouldn't be unless he caught a lucky shot. Batmans skill set is specifically tailored for people with projectile weapons, its what he trained for all those years because he knew he wouldn't be using guns so he had to find a way to deal with them without getting shot; his body armour, stealth, speed, tactics, weapons and martial arts prowess are Batmans answer to guns and its worked out very well for him so far.

Batman vs Dredd -- tough as Batman is, he can't outrun a heat-seeking explosive bullet. Dredd by bullet-induced gaping chest wound.

Black Canary vs Mr. Fantastic -- BC's canary cry is her great equalizer. Without it, Reed would win no problem. But with the canary cry, Reed's left a dribbling lump on the pavement. BC drops him with the canary cry, then has a laugh tying him into a giant knot.

Captain Marvel vs Hulk -- I actually think that Captain Marvel is one of two DC heroes (the other being Martian Manhunter) who could beat Supes in a fight. But I think he'd beat Supes because his abilities are magic-based. Hulk, however, has no such weakness to magic. This would be a very long, hugely destructive fight which would likely end up breaking the planet in half, but ultimately it all comes down to the fact that no matter how strong Marvel is, Hulk can always get stronger.

Dr. Manhattan vs Silver Surfer -- as vastly powerful as Norrin Radd is, he's still not quite on Otterman's god-like level. Even if he were to disintegrate the Doc, Manhattan would just put himself back together again. Love the Surfer, but he loses this one.

Manhattan can also see his own future, so he'd know Surfer's attacks before Surfer did. To my knowledge, SS doesn't have that ability, unless some jerk writer's monkeyed with his power set over the last few years.
