The episode begins with some establishing shots of Gotham City. Barbara narrates and reveals that Batman died a year ago following a confrontation with the Joker who also died. She also states that Gotham is changing, with many of the villains amassing gangs. Another villain faction has also arrived known as the Mutants. She also reveals that Jim Gordon, her father, is retiring as police commissioner and that someone new will take his place.

Barbara rides her motorcycle to her father's send off party. She arrives just as Jim is giving a speech about his time in the GCPD and how he'll be sure to enjoy his retirement. After that, the party begins. Barbara and Gordon talk about things and she asks who will replace him now. Gordon reveals that Renee Montoya will and also tells her that she's "anti-vigilante", revealing that he knows Barbara's secret. They go to a quiet place and Gordon asks her how "the job" has been for her. Barbara assures him that it's going well and Gordon tells her that he wishes she would stop and just become an officer. Barbara tells him that she can't do that and that the city needs a protector. The two agree to disagree and hug before Barbara leaves to the Clocktower, which is in actuality her secret base.

There Barbara exercises and trains for a bit before an alarm sounds, meaning that a crime is taking place. Barbara learns that Two Face is perpetraiting a bank robbery and quickly suits up before riding out there. At the bank, Two Face has taken hostages. He instructs his men to take the money to the truck while he mocks and teases the hostages. He takes out his coin and flips it, waiting to decide on which to kill first. The power to the bank is then cut, plunging the room in darkness. Two Face
looks around before the anguished cries of his men are heard. The lights switched back on and Batgirl appears, having taken them all out. Two Face shoots her in the chest, sending her to the ground. He gets his coin back and makes his decision, pointing the gun at a small child. But before he can pull the trigger, a yellow batarang hits the gun out of his hand. Batgirl stands up, revealing to be mostly fine. She manages to fight Two Face and wins. She assures the hostages that they're safe now and she smiles at the little girl before leaving again.

She arrives back at the Clocktower and takes off her suit. She inspects the bullet hole before a person in the shadows speaks: "You know, you should really check your
locks. I was able to slip in no problem." Barbara turns around and sees Selina sitting in her armchair. Barbara asks her what she wants and Selina tells her that she simply came for the access codes to Bruce's office in Wayne Tower. When Barbara asks why Selina needs them, Selina tells her that it's "her business." Barbara reveals to her that she doesn't have the access codes but that Alfred might. Selina smiles and leaves.

The next day, Montoya takes charge at the GCPD. She talks to some of the officers and proposes an anti-vigilante law. The officers all apose this, saying that without vigilantes, Gotham would be in ruin. Montoya shakes her head at this but stows away the document for the law away for the time being. A call then comes in about a murder victim discovered by the sewer entrance. The police go and investigate it and discover a mutilated body. Batgirl arrives to investigate also, putting Montoya on edge. Batgirl immediately suspects Killer Croc of being the one who prepetrated the murder and promises to come back at night to take him down.

At night, Barbara comes equipped with special night vision goggles. She explores the sewers for a while, finding remains of animals and construction workers, before being attacked by Croc. She battles him before she manages to get him down to the ground. She interrogates him and he tells her that the reason he's killing people is because the Mutants drove him out of his home and took away his main food source: the fish that would come into the sewer from the river. Batgirl, taking pity on him, offers to get the Mutants out of the sewers but that she'll need his help. Croc begrudgingly agrees on that promise that he won't be captured afterwards. Batgirl agrees to this.

Together, her and Croc travel to the place where the Mutants are supposedly hiding. They sneak into the hideout and Croc is desperate to attack but Batgirl tells him to hold off. Croc sees them smashing some of his belongings and he looses it, jumping out and killing two of the Mutants. Batgirl joins in, managing to fight a few off as Croc gets to the leader. He begins pumbling him and Batgirl uses her stun gun to stop him from killing the Mutant Leader. The Mutant Leader is incompacitated however. Croc carries him up to the surface before Batgirl ties him up for the police to find. Batgirl, keeping up with her promise, allows Croc to
swim back into the sewers to his home.

The next day, the police arrest the Mutant Gang members and ship them all off to Arkham. Barbara congratulates Montoya on the victory. Montoya tells her that they would've gotten to it sooner had Batgirl not interfered. Barbara disagrees, saying that it was clearly Batgirl's help that caused them to finally be imprisoned. Montoya is about to say something else but then they get another call. They go and investigate and find another murder victim. This time, the wounds resemble those inflicted by notorious criminal Gentlemen Ghost. At the Clock Tower, Barbara hears about it and reaches for her phone. She taps the contact that reads "Zatanna."

This is good. Although I think Barbara should have tried to arrest Croc since he is a murderer and the families of his victims deserve some sort of justice, I dig the story.
