The criteria is such that I can not choose any actor in the movie for any role in the movie. It's an all new cast.
In The Incredible Hulk 1...
It starts 4 years prior, to an attack on the White House by a Russian terrorist in a rhino-esque outfit with incredible strength and a high resistance to force. It takes an army to apprehend The Rhino. The battle is televised and, in Russia, a military official tells a solder to "become one of them, Blonsky. Stop at nothing to prevent their counter attack. Once you have what you need, return with out him."
In present day General Ross is intro'ed by Talbot and stands in front of 50-100 solders and scientists and announces that "it has been 4 long years for all of us here at project PEGASUS. But, today, our lead scientists (intros Sterns, Betty and Banner) will unveil a gamma powered future for our fighting men and women. I'd also like to give special thanks to Col Talbot and Dr. Samson, whom, without, all of us would have killed each other years ago having been trapped here without ever being able to leave. Ah, 'tis the price of working on top secret material."
One solder happens to be Blonsky. Within the confines of a sealed room, the show-n-tell goes wrong. Banner is able to push Betty out before Talbot closes the door again, for good. Banner covers the explosion by shoving Sterns out of the way, with his body in order to save him. In doing so, Sterns slices his head on some glass. Banner absorbs most of the radiation, although, some affects Sterns as well. The gamma leaks into his veins(they glow green). He's knocked out. Banner transforms. Samson is thrown threw a brick wall immediately after Banner's transformation, landing on the radiation hub. It is at that point that we see Betty has feeling for him as well.
As Hulk breaks out, we discover this is underground. Ross takes the few solders he has and arms them with guns and tanks to stop Hulk. Hulk leaps a mile away and the impact knocks a teen, Rick Jones, off his motorcycle, and off a cliff. Hulk ignores the blasts in order to jump over and save Jones, only to climb back up into more onslaught.
Hulk, with Jones in his arms tries to leap to safety. A plane drops the heroic Samson, now endowed with green hair and mild strength of his own. After a minute of holding his own, Hulk screams 'BETTYYYYY" and rips Doc in 2.
As Ross and co track the Hulk for the entirety of the film, Rick, who is dragged along so as to keep quiet, and Betty, try to reason with Thunderbolt. 1/2 way through the movie, Blonsky sneaks into a comatose Sterns and injects the scientist's blood into his own, mumbling something about taking what he's discovered to the grave. He breaks through a wall and disappears before anyone notices.
Obviously, Hulk evades capture and, by movie's end, Sterns disappears as well.
Inc H 2
Opens with Ross, Talbot and solders discussing the capture of Hulk. Fade to Blonsky transforming. A completely intelligent Abomination confers with Ross in order to capture Hulk. Talbot dies by a wild Blonsky. In the end Jones saves Hulk from being killed and captured and Ross realizes Blonsky is too powerful and crazy and takes the opportunity to kill the abomination. Throw a "HULK SMASH!!" in there too.

The Leader emerges and mind controls the Hulkbusters (Ross and crew) and convinces them to release Rhino (also mind-controlled), who's armor is enhanced by the Leader's use of his new intelligence and gamma.
By movie's end, Hulk rips the armor completely off a Rhino ("HULK STRONGEST THERE IS!!!") and locates Leader, Ross and crew. He KO's Leader, thus wiping away the mind control. Not missing a beat, Ross calls to attack. Hulk charges Ross and, grabbing him, growls "Ross, leave Hulk alone." and drops him. Everyone is stunned. Hulk goes to walk out, turns to Betty , and says " Hulk love... mmphhhh... I love you, sorry." and leaps out running as the credits role.
Guy Pearce as Dr. Bruce Banner
Age: 36

Why: Pearce not only has a vulnerable, leading-man look to him that few posses, he also has amazing talent. He IS Banner. I was never into Bana as Bruce. He looks too strong to be him. Norton played a great on-the-run Banner. Pearce needs to play a struggling scientist too, though. Hulk's voice would be a distortion of his own.


Kate Beckinsale as Dr. Betty Ross

Pearl Harbor
As beautiful as she is focused, Beckensale, I feel, can portray a woman who steals the hearts of 3 completely different me in Talbot, Samson and Banner. I needed an actress who was frail enough to be torn between all of this horror and, yet, tough enough to both stand up with her head held high in the end and be able to go tell Thunderbolt where to go. I enjoyed both previous Betty's.
Donald Sutherland as General Thunderbolt Ross

Space Cowboys
He is one of a very few select people that can pull of this role. He does not have a traditional tough-man look that Ross should have, but his demeanor sells him as an SOB with whom is not to be messed. Sam Elliot was all wrong for the part, whereas Hurt was perfect.
Aaron Eckhart as Doc Samson

I immediately thought of him as I wanted a traditional, old-school look. I wanted a man who's features were near perfect. It's a bit part but the up-and-comer would make it special.

Kevin Zegers as Rick Jones

Wrong Turn
Zegers has the right look for a rebel Jones, while having a boyish charm that females may flock for. He has led several movies ranging from horror to children's.
Gary Sinise as Dr. Samuel Sterns/The Leader

Reindeer Games
A contender for Banner, Talbot, Reed Richards, Professor X and... He deserves a role as a leading man. He would be epic as the super-intelligent nemesis of The Hulk. The Leader is bald and his head covered in bulbous green viens.
Christopher Meloni as Blonsky

Like Pepper and Sinise, the man is long over due for a career defining role that earns him leading man status. He very much looks the part of an intimidating militant spy who would turn even on his own country to benefit himself. Blonsky would be under complete cover for 4 long years alongside all of these people and no one would ever know. It would take a determined and dedicated actor to portray that.
Vincent D'Onofrio as Rhino

Around 6'4" and scary, this heavyset behemoth is PERFECT for Rhino. I don't want a man covered in muscle but rather a bit paunchy. He is an extraordinary actor in a role similar to MIB, where brains and a Shakespearian vocabulary is far from necessary.
