According to the article, someone apparently snitched:

The [ST: DS9] star was pulled over Sunday in Wilton, Connecticut after someone complained that the 63-year-old actor was driving erratically. After cops administered a field sobriety test, Brooks was arrested.

Brooks can be seen in films such as A Man Called Hawk, Spenser: For Hire, 15 Minutes & American History X.
