According to TV Line, Neal McDonough will be the latest DC bad guy to cause trouble in Starling City as he's signed on to play Damien Darhk in season 4 of the CW's Arrow. Darhk did actually play an unseen role in the season 3 finale, with Ra's Al Ghul warning Oliver about his mysterious friend-turned-adversary. This take on the character is described as “a mysterious and sophisticated villain, and an adversary of the late Ra’s Al Ghul. Now the leader of his own clandestine group, this cunning foe will prove to be one of the Arrow’s greatest challenges.”

McDonough will be best known to CBMers as Dum Dum Dugan in both Captain America: The First Avenger and TV's Agents Of S.H.I.E.L.D., but he's also had roles in the likes of TNT’s Mob City, FX’s Justified and USA Network’s Suits. Oh, and he played Bison in Street Fighter: The Legend Of Chun-Li of course.
