If you've been reading Avengers & X-Men: AXIS, you'll know that Magneto is NOT the father of Quicksilver and the Scarlet Witch. That's where the quote below hails from, while it's previously been indicated that "The Twins" (as they'll be known in Joss Whedon's Avengers: Age of Ultron) will be revealed as Inhumans instead of mutants as well.
