The biggest issue is a few of your villains are already dead and it could have used some more new characters, but overall pretty good

Baron Zemo (leader)
Enchantress (co-leader)
Executioner
Whirlwind
Abomination
Radioactive Man
Klaw
Wonder Man

The only fan casts here are your Norman Osborn (McGinley could probably pull of Osborn based on some of his earlier work) and Enchantress (After seeing Jones' Emma Frost I don't think she'd do a great job here either).

McGinley as Norman Osborn is pure genius... But this is more of a story pitch than a fan cast, right?

@Memorator - My goodness... never thought of John C. McGinley as Osborn, but that could be amazing! They really need to introduce Osborn as a background character asap so there is a long, slow build to the Green Goblin. But the way Sony seems to be acting lately... I don't know. It feels like they are going to try and use the success of the 2 Marvel Spidey films and spin off into their own craptacular thing again. I kinda hope these "Sony Only" Spider-Man-less movies sink them.
