Since breaking Harley out of prison at the end of Suicide Squad, The Joker has returned to Gotham to reclaim his criminal empire, only to find much of his territory being taken over by new rival the Black Mask. Meanwhile, back in Belle Reeve, Amanda Waller sends Katana after Harley to bring her back, dead or alive.
We see that now that Joker has his “second half” back, he is no longer quite so interested in having her, but this is of course unnoticed by Harley, especially when he entrusts her with the task of taking out Black Mask. To do this, she contacts her old friends and partners in crime: Poison Ivy and Catwoman, both with their own personal grudges against the new kingpin. They begin cutting a violent path through the Mask’s operation, drawing the attention of both Katana and the GCPD.
Black Mask proves hard to find, so the Sirens instead target his second in command, Cluemaster by kidnapping his daughter, Stephanie Brown. However, Cluemaster gets taken down by The Batman, forcing the trio to break him out. Using Stephanie to manipulate the thief, they head towards Black Mask’s base in Bludhaven, though Catwoman’s qualms about the whole situation continue to grow.
In Bludhaven, Katana finally catches up with Harley. After a brief fight, though, they convince her to help them stop Black Mask and head off. All forces converge on the Black Mask’s base in an epic shootout. The fight is interrupted by Nightwing, who was called in by Catwoman to save Stephanie. As the dust clears, The Joker abandons Harley as the police arrive, allowing Katana to drag her, Ivy, and Cluemaster to Belle Reeve.

DCEU Ramifications: The film directly sets up the events of Suicide Squad 2 and The Batman. The Squad recieves two new members and Harley & Katana recieve good development to prep for the sequel. Meanwhile, several major new players are introduced to prep for The Batman: Montoya & Bullock, Nightwing, Stephanie Brown, Catwoman and Black Mask, as well as starting off the Mask/Joker gang war and teasing Oracle.
Lea Seydoux as Poison Ivy: She's come off a streak of playing some terrific femme fatales recently, leaving her an easy choice to take on Poison Ivy. As the more level headed second half to her "bestie" Harley, Ivy is the most pivotal new addition here. Stick Seydoux and Robbie into "Buddy Boot Camp" to bring to life one of comics' most popular duos.
Emily Blunt as Catwoman: Selina is the hardest cast to make. Do you make her older, to pair with Batman (In which case Charlize Theron is your go-to choice) or do you pair her age wise with the other Sirens, which is the route I ultimately went with, choosing Emily Blunt, who has to get SOME superhero role after losing Cpt. Marvel. As a character, Catwoman has matured a bit since her last time running with Harley and Ivy. Sure, she's still a thief, but she no longer is comfortable with the wanton mayham of her old friends. This leads to her ultimately calling in Nightwing to stop the violance, and is able to slink away while her "bad influences" go to Belle Reeve.
Andy Garcia/Cristoph Waltz as Black Mask: This is a hard part to cast not because of it being a super specific set of skills, but because so many excellant actors could fit right into the role, and he can be taken into so many different directions. I'd always pictured Mask as a bit quirky, treading the line between psychopath and gentleman gangster. But you also need to have a strong contrast between him and Joker. But then there's the potential of Joker pulling a "You're not really that different from me after all" and driving him to Arkham. See, that there is how my spiralling thought process goes. So I'm ultimately copping out and choosing two options: Andy Garcia as the traditional gangster and Cristoph Waltz as the guy who only THINKS he's sane.
Andrew Scott as Cluemaster: My first pick for this is actually Zachary Levi. I think it would be hugely fun to see him as a villain. But since I already have him playing Ted Kord in my little fan universe, her I go with my second choice, more familiar to villainy, but still with the goofy, likeable personality to pull off a blue collar crook like Cluemaster.
Annasophia Robb as Stephanie Brown: She was one of the biggest rising stars around, but a series of poor film choices left her taking a "break". This would be the perfect vehicle to restart Robb's career. It was REALLY hard to pick one new Batgirl to focus on in this universe. While Cassandra is my favorite, Stephanie fit better into the story I was telling, and with Damian the most likely route to take for the new Robin, Cassandra's story and personality would overlap a lot with his.
Melissa Fumero and Rainn Wilson as Montoya and Bullock: This is one duo whose live action fulfillment is long overdue. WIth their witty banter, they make the perfect pair of detectives to track the Sirens manic spree. Fumero and Wilson both bring the nesecary comedic styles to their characters: Fumero as the eager, energetic go-getter and Wilson the grouchy, laid-back curmudgeon.
Deadshot
Will Smith: Deadshot – Joel Kinnamen: Rick Flag

Viola Davis: Amanda Waller – David Harbour: Tolliver – Theo Rossi: Wes Anhelm
This would be a mash-up of the Cray/Tolliver storyline from Ostrander's Suicide Squad and the Deadshot: Beginnings storyline. Flagg and Deadshot team up to stop Tolliver's scheme to blackmail Waller, but Deadshot goes rogue when his father returns, working for Tolliver. This takes us through his backstory as he goes on a rampage to save his daughter. While Marnie Herrs chases him down and stops him from murdering his father in front of his own daughter, he leaves the two people he cares about behind, realizng he will only ever bring them pain. He shoots Cray dead himself, to stop Flagg from "becoming him" before sttempting to commit "suicide by cop". Waller, however, has other plans, and Flloyd wakes up back in Belle Reeve to be prepped for another mission.
Final Thoughts: There's been a lot of mixed-to-negative opinion on these films ever since they were announced. First off, they're relatively easy to make at a low budget, compared to the likes of Flash or GLC. It's easy money for Warner Brothers. Secondly, after the lukewarm response to Suicide Squad, that franchise is stalled. Capitalizing on the two things most-everyone loved from the first film is the perfect way to reignite hype for the sequel! And now that the troubles with The Batman have seen it delayed, Gotham City Sirens is the perfect answer. Not only is it easy "filler" for the schedule, the character's close ties to Batman allow a lot of groundwork to be set for Affleck's solo, whenever they get that to finally happen.
