Doc Samson is telling Bruce to calm himself, or else the Hulk will be unleashed. Samson gives Bruce a shot, which should cure the Hulk. However, something goes terribly wrong, and Bruce transforms into the Hulk. The strange part is that Bruce can control the Hulk completely, keeps his former intelligence, and his skin is now grey. The cost of this, however, is that he cannot change back to Bruce Banner. Doc Samson feels terrible, but Bruce forgives him, although is still saddened. In New York, unsuspecting, below average man Samuel Sterns happens to see a flash of light come from an abandoned building. He goes to investigate, and cuts himself on broken glass. he leans against a breaking table, and some Gamma drops from a crack in the ceiling. It enters his wound, and he screams in pain. The people on the floor above hear him, and go down to investigate. They're drug dealers who stumbled upon some Gamma, The Hulk's blood to be exact, and are trying to find a price for it. They decide to destroy it, one of them being a former SHEILD agent, and will blow it, and Sterns up.
Bruce is testing the Hulk's body out, and is enjoying himself for the first time in weeks. He also thinks that now he can explain to General Ross that he couldn't control the Hulk. But Samson still fells bad about what happened and is trying to fix it. It is then when Ross launches an attack. Bruce tries to be civil and talk, but Ross still attacks. Bruce isn't used to fighting, and is easily captured. Samson's laboratory is destroyed with him in it. Stern's entire life flashes before his eyes as the timer counts down. He says a silent prayer.

He wakes up covered in rubble. He has no idea how he survived, but he fells sleepy. He goes to his house, and falls asleep. When he wakes up, he puts on some clothes, eats breakfast, and then goes to brush his teeth. But when he looks in the mirror he realizes that his head has grown twice it's size! that his eyes are. He then sees that his skin is turning a deep green. His head starts to hurt, and he passes out. He wakes only to find that his brain is the size of two toasters next to each other with two other toasters next to each other on top. His brain is also green and on the outside of his head. His intellect has increased a hundred times.
Bruce wakes up in a large containment center. Tony Stark and General Ross are looking at him discussing something, probably what to do with Banner. He punches the walls, but instantly regrets it, because it seemed to knock all his strength right back at him. He tries again and again but has no luck. He decides to just sit down and think of a plan. Back at Samson's destroyed lab, a hand comes up out of the rubble. It pushes itself up out of the wood and stone, showing Samson. He has green hair, and great strength. He learns that Bruce is 3 miles underground using a tracking device he placed in Bruce. He fights his way into the facility, only to discover that there is much more protection. General Ross is in a giant robot with a sticker that says, Hulk-Buster. Stern sets out for world domination, calling himself the Leader. He builds a device that give the user control over minds. He broadcasts the signal all over the world, and becomes ruler of humanity.
Samson distracts Ross by ripping off some of the robot's foot, making it unstable. Ross move the bot but it falls down and is destroyed. Samson frees Bruce, and prepares to leave when Nick Fury comes down the elevator leading to the center. He explains what the situation is above ground, and also says that he saw the Hulk be a hero before. Samson also revels that he was working on something that he was working on that will allow Bruce to become himself again, but that the Hulk will be mostly free again, with Bruce as his conscience. He takes the serum, and goes to the surface.
The Leader is enjoying himself, living like a king, when Hulk busts in. Leader knows Hulk as an enemy, and requests security.(Gamma induced people or monsters are impervious to mind control) Two SHEILD agents walk in, with robots much like the Hulk-Buster. They launch a nuclear bomb the size of a fingernail, and it completely covers Hulk, who comes charging out of the miniature mushroom cloud. He tackles the robots, and takes the agents out before smashing the suits. Leader is not amused, and sends in every agent in the area. Hulk is fine, and angrier than ever when the Leader decides to take him out himself. He takes the largest robot of all, about as big as the Statue of Liberty, and steps on Hulk. The foot is suddenly lifted up, and the entire robot is lifted up. Hulk slams it into the ground, but it gets back up. The battle goes on, but Hulk only wins because Doc Samson comes to help. Soon, the Leader is defeated, and the mind control device destroyed
Nick Fury thanks the Bruce and Samson for their help, and talks to Bruce about SHEILD looking for super-humans since the 1940s, as part of a team. Bruce says they'll talk later, but the answer is probably no. Fury says not to worry, and that the Leader is going to be put somewhere safe. Hulk is shown running through the forest, and then screaming.
After credits scene: A SHEILD agent is guiding Leader in the desert.
"Welcome to your new home." We see a huge white cube with a platform lowering. Leader only smiles and says, "I have a feeling I'm going to like it VERY much"
