the reason i made the assumption was because of the high quality of the teaser footage.
In my mind, i do not think a network that has been known to struggle would waste footage that looks as good as that on just a teaser, and also because of how i thought it related to the title of the episode and how i figured it might play out. In the end, that is all it is, an assumption, made by me not something i stated as fact.

at the same time, i myself am not a professional reporter, i would like to think that assumptions are withing the territory of reporting. Specially when it comes to tv shows/films and not much is given in regards to announcements at hand.

i would like to think it is better than just make a copy and paste, add a picture and leave it at that and call it an article as i have seen a couple of users do. There are more that do not and when writing articles actually do some digging around and find more info that can help expand their articles and to those people i give props.

if you did not like the assumption that is fine, and i applaud the fact that you have a different view/take on the importance of the footage.

now, regarding the footage, being used for an episode that hasnt been shot yet..

The flash was supposed to be in 3 episodes of arrow season 2, with the third being the backdoor pilot, but it was later decided that they would not be moving fwd with the third appearance and decided instead to give The Flash a proper pilot after execs saw footage of two of the episode that flash guesst starred in arrow. you can check it out in the following link..

Arrow/oliver queen will appear in the pilot but i doubt that it will be of them hanging out and showing each other their powers/abilities..

the footage being used in the 8th episode makes sense(at least to me) as it would give Flash enough time to master his new power and for Flash and Oliver to develop a trust with each other..
