Malcolm Merlyn will be hesitant to let Laurel use the Lazarus Pit to save Sara. Nyssa will be thoroughly against it. But what does Oliver think of Laurel's mission? He can't be too critical as he did the very same to save Thea. If anything, Oliver should have thought about saving Sara sooner, once he learned that the Lazarus Pit worked. Hell, Malcolm knew about the Pit longer than anyone on the main cast. He should have thought about somehow sneaking back into Nanda Parbat to save Tommy. Hopefully, in this episode, Malcolm explains why he never made the attempt.
