It seems that Nathaniel Barnes is becoming THE EXECUTIONER. In the comics, the Executioner was a vigilante Batman villain that killed wanted criminals in order to collect the reward money.

Additionally, "the Toad" is probably an early version of MR. TOAD, a criminal that worked for Professor Pyg in the comics.

And finally, Doctor Maxwell Symon shares similarities with a number of Batman villains, including the Dollmaker, Crime Doctor, and Doctor Simon Hurt. The Dollmaker was introduced in Season 1 as a criminal who kidnapped people, harvested their organs, and sold them to buyers. Maxwell Symon most likely works for the Dollmaker.

Not gonna lie....I hate when people refer to comics to back up things in this show. If we ought to have learned anything about this show...It would be that absolutely nothing goes down the way it does in the comics.

Although it changes a lot of things in terms of origins, character ages, and timelines, plenty of the plotlines and characters that are adapted are right out of the comic. This especially goes for the locations. The show is the most accurate live action depiction of Gotham City to date.

Fox's reaction when somebody says let's be more like the comics

Plenty of the show's elements are from the comics. However, it also isn't a slave to the source material (nor should it be). It's pretty much Smallville, but with the Batman universe.
