Marvel have quietly released a digital comic called Avengers: Age of Ultron Prelude - This Scepter'd Isle, and it reveals how the sceptre went from being in the posession of Earth's Mightiest Heroes in The Avengers to Baron Von Strucker in Captain America: The Winter Soldier. Like Agents of S.H.I.E.L.D.'s Skye, Pietro and Wanda are seemingly Inhumans as "Strucker, acting on behalf of Hydra, used the scepter on test subjects in the fictional European city of Sokovia to "unlock" any powers they might have." As you can see from the panel below (via Newsarama), they're also WILLING test subjects and NOT captured by HYDRA. That's an interesting twist, and you have to wonder how this ties the Infinity Stones to the Inhumans and Terrigent Mists. What do you think?

It is a retcon of a retcon did the twins really ever do anything with Magneto after they found out they were his kids.

This doesn't surprise me that they are willing participants from Olsen's recent interview she said they blame America and in extension the Avengers for the plight of their people and homeland. They hate them and want to see them destroyed.

No this makes sense since they seemed to have just received their powers it would make sense for Struckner to lock them in cells. He very easily has no ideas what may happen after getting their powers what if they go crazy or they explode. Putting them in the cells means he can at least more safely study them and see their powers. Also just because they are willing test subjects doesn't mean Struckner see them as nothing more then disposable lab rats to be used, studied, and thrown away if need be.
