It looks as if the DC Films Universe or DC Extended Universe (DCEU) doesn't have plans to introduce Green Arrow, despite persistent rumors that the character's comic book love interest/wife Black Canary will have a role in Justice League Part One. A guest on Larry King Now, Amell was initially asked if the Arrow television show would ever receive a movie after the show is finished. "Well, it has become easier to take properties on television and turn them into films. But I don't know, those are things that exist outside [of my control]."
From there, the discussion turned to whether the film and TV universes are truly separate? Amell confirmed that's the case and acknowledged that if Green Arrow appears in the DCEU, the character could potentially be played by someone other than himself. However, Amell stated that he's spoken to people at DC who have given him indication that it's unlikely that we'll have a film Oliver Queen and TV Oliver Queen at the same time (which is already the case with The Flash). Said Amell, "I've spoken with people within DC and they've said there's no plan to bring the Green Arrow character to the cinematic universe, but things change."
Given Geoff Johns close proximity to the DCTV Universe as a producer and occasional script writer, it's likely that Amell spoke with him. And with Johns now heading up the film side as well, it's likely that Star City's Emerald Archer will remain sidelined in the DCEU, at least until the show is over.
