TV Line reveals that the latest addition to the cast of Arrow is X-Files star Nicholas Lea. He's also made appearances in Supernatural, The Killing and V. According to the site, he'll "play a huge role in changing the life of a Queen family member. The actor will appear in Episodes 12 and 13 as Mark Francis, Walter Steele’s close associate. I have a feeling Moira isn't gonna get away with it... Which I'm cool with because theres more interesting characters I'd prefer to see more of.

Sounds interesting. I really liked Krycek from the X Files. He seems to be in every show they film in Vancouver so I knew it was just a matter of time till he showed up on Arrow.
