After reading it again, I would guess that the mystery guy/"boss" is General Ross.
As dethpillow mentioned it does look like he has a mustache, Panther's attitude towards him is not very friendly, and it would (kind of) make sense that he would put together those teams.
Also, Moon Knight asks if the "crazy stories" about him are true and about him being dead (Ross "died" during the whole Red Hulk storyline), but I'm not sure what's currently going on with him since I'm not caught up with Thunderbolts.

They make it seem like he (whoever it is), is involved in the murder because of the bullet he's seen holding, but I think it's a red herring to keep the reader guessing and that that person just has more information than anyone else. Who knows though.

Awesome start to this event, great idea to keep the reader involved and guessing without giving too much away. Really looking forward to the next issue.
