How I would've done a 1990's Batman 3

I read something on what a Batman 3 would be like if Tim Burton had done it so i came up with my own idea based off of contuinity of Burton's franchise...

So thif film would be set after Batman Returns. The Riddler would have been a psychopath in a green suit with a question mark shaved into his head. Michael Keaton would be reutrning as Batman, the nightly defender of justice.
plot/character details:
-have Dick Grayson, not Robin introduced
-Harvey Dent becomes Two-Face
-The Riddler terrorizes Gotham, not with a mind control device, but with a "who murdered who" type thing where the Riddler would be killing off people and Batman had to figure out who the Riddler was
-Batman is unsure of what to do with the Batman persona
-Give the Riddler henchman
-make the Riddler psychopathic, but extremely intelligent
-Have Two-Face be more of a street killer rather than murder someone major
-Riddler figures out Batman's identity
-Big battle at the end of Batman Vs. Riddler and Two-Face
-none of the futuristic crap we saw in Forever, keep it to the gothic tones of Burton's Gotham.
-Post-credits scene for a 4th film introducing Scarecrow and Harley Quinn or Ras Al Ghul
