Now I know there hasn't been an announcement by DC concerning a movie based on the former Charlton comics hero the Question, but I think the character deserves a shot.
Many of you might remember the Question from his appearances in justice league unlimited where he was portrayed as a quirky conspiracy theorist, however his mainstream DC counterpart was actually more akin to hard boiled pulp detective. In the DC mainstream the Question is actually a man named Victor Sage who is an investigative reporter for the news station KBEL in Hub City. Sage uses the identity of the Question to get the answers his civilian identity cannot. Unlike other vigilante superheroes the Question is primarily focused on the politics of his city, and rather than hunting down the perpetrators of petty theft, he tends to fight the corrupt government of Hub City.
Now for my imagined plot for the Question movie I'd follow the plot of Dennis O'Neil's first 1987 issue of the Question. In the story the we are introduced to the corruption that is Hubb city and we follow the Question and Vick Sage as they try to uncover the corruption behind the city's mayor. The real beauty is that the whole time we're given exactly how many hours and min.s The question has left to live and at the end of the issue you're left with a beaten stabbed and shot Vick Sage being tossed into the river. How's that strike you for a movie cliff hanger?

Gabriel Macht
Now hear me out, I know the spirit was less than satisfying but his performance in it was one ofthe bright spots. He has that perfect cocky, gravely voice that is exactly what the Question needs.
Reverend Hatch: He's the puppet master, the one man with the power to pervert the whole city to his grand schemes of corruption.
John Hurt
You ight remember him best from Hellboy and Indiana Jones, but he can do more than the bumbling professor shtick, he's an actor with real gravitas and he can be really creepy as witnessed as his role in Harry potter.
Lady Shiva: The deadliest assassin in the DC universe, 'nuff said.
Michelle Yeoh
you may remember her from crouching tigher hidden dragon, but she was also pretty good in Babylon AD and Tommorow never dies. She's athletic and gorgeous
Aristotle: He's Veck's sage mentor and the man who created the Question's trademark no face mask.
Anthony Hopkins
I don't think I have to go any futher as to why he's perfect for this role.
Myra Connelly: she's Sage's coworker and love intrest, in the first movie she's jut a back ground character but in the second she becomes much stronger.

Sorry no boob shot of her, I went for the classy news reporter look.
