Thanks to Ben Solis from the 'Official The Dark Knight Rises Community' for the scoop! He's come across blueprints for a type of neutron bomb that ties into what we have worked out will happen in one of the most anticipated movies of the decade. Here's the picture.
The George-Greenhouse 225kt device "used a hollow cylinder of TNT (8 feet in diameter and 2 feet thick) to compress a cylinder of oralloy (Oak Ridge alloy, highly enriched uranium-235) in the middle. This was done to expose the bare ends of the uranium cylinder to get unshielded radiation from it, without the intervening TNT-shielding you would get if you compressed a sphere of plutonium using a sphere of TNT around it. Although the unshielded radiation from the fissioning core was used for experimenting with nuclear fusion in the Greenhouse-George test, such systems also obviously maximise prompt gamma ray output IN A PREFERRED DIRECTION AS AN EFFICIENT 'DIRECTED ENERGY' EMP DEVICE."

Yup. which is funny because it's a similar concept, and uses microwaves. But instead of trying to vaporize a chemical, my guess is he'll just use it to directly disrupt technology and weapons. That's why Bats has to fly. Any directed energy would be on the ground. That also explains why there are cars stacked everywhere in front of that tunnel, and how a flood happens almost instantaneously. Directed EMP's used as an efficient blast.
