I COULD be over thinking this, but when Black Widow was disguised as the councilwoman, I think the mask she used could have been a small nod to Madame Masque.

And the scene where Nick Fury was in Cap's apartment could have also been a nod to the scene in All the President's Men, especially since the film starred Robert Redford:

I'm pretty sure there was a nod to Redwing; when Cap is talking to Sam at the VA you can see a painting of a Falcon on the wall.

If you watch Community, like I do, you would expect such well placed meta-jokes from the Russo's. If you don't watch Community... Go change that! #sixseasonsandamovie

1. Although they never say Sharon is Peggy's niece, there is an Easter Egg alluding to this: When Cap first runs into 'nurse Sharon', she is on her phone, and then explains why she's on the phone so late, saying her 'Aunt is a bit of an insomniac'. We had just met old Peggy in a previous scene, so I would say that's a pretty heavy Easter Egg.

2. When we meet Zola, he is a face on a screen with a camera above it. This is an Easter Egg nod at his robotic body. In fact, the writers have said they wanted to have the screen stand up and walk out of the room before the bomb hits, but the Russos said HELL NO.

3. Speaking of the Russos, the doctor tending to Nick Fury in his secret hideout during the 'He's still alive!' reveal scene, is actually one of the Russo brothers (the more photogenic one). He's the one who escorts them through the warehouse/bunker place and then has 1 line right after Fury asks them what took so long. Didn't see the other, uglier brother, but that was probably intentional.

4. The president Matthew Ellis from Iron Man 3 is referenced at least twice in this movie. Once, on a wall in the Smithsonian, there is a quote from him saying Captain America is the greatest living American, or some other BS like that. The other appearance is during the satellite aiming scene at the end, when you can clearly see 'President/Matthew Ellis' as one of the targets in the middle of the White House.

5. While they haven't yet revealed how it happened, Nick Fury's damaged eye was referenced when he said, "The last time I trusted someone I lost an eye." Later in the movie, he actually shows it, with a major gash down the middle. In the comics it is Wolverine who does this (fitting with the slash mark we see in the movie), though alluding to that would be unlikely. Fox-Men and all that.

6. The Russo brothers direct the hit show 'Community'. One of the Community actors has a cameo appearance as the guy who opens the door to let Captain America in at the end when they raid SHIELD.
