Agents of S.H.I.E.L.D - The Mystery Formula

In the Agents of S.H.I.E.L.D episode "Eye Spy" we were given a quick look at what the team believes is a formula. I will address what I believe this formula may be.

In the Agents of S.H.I.E.L.D episode "Eye Spy" a formula was reveal to us, a formula that even Fitz and Simmons couldn't figure out.  The team had to send the spec to HQ for them to figure out; we haven't heard anything about the formula since.  I've taken it into deep thought and came up with a theory on what the formula is.

"Miracle" serum:

By "miracle" serum, I mean the serum that gives Scarlet Witch and Quicksilver their powers.  We know that Akela Amador was meant to recieve the formula and she had an eye piece similar to the one Dethlok has.  We've associated those that wear an eye piece to the Clairvoyant, but what if it's Hydra tech, not just the Clairvoyant tech in their heads?  I say this because I do not see where the "Eye Spy" episode connect with the rest of the Clairvoyant heavy episodes.

I believe Baron Von Strucker(who was revealed in the mid credit scene of Captain America TWS) was the one manipulating Akela to obtain the formula for the serum.  But wait, isn't Loki scepter what gives them their power?  I don't think so, I believe Strucker figured out how to use the scepter to control the twins.  But why wouldn't he have used the scepter on Akela?  Well the eye implant was put in long before they obtain the scepter.  Couldn't the formula have been the cenepide super soldier serum?  Not likely because Simmons, during a quick look at the serum was able to tell that it was inspired by Erskine super soldier serum.

I know, it's a long shot, but this theory actually came to mind when Strucker was one of my picks for the Clairvoyant.  Anyways, let me know what you think below!
