Not megatron, or Soundwave, maybe Galvatron?

A cleaned-up look at the the poster reveals more of his/its face, the designs around the face portion resemble the head piece of ancient Egyptian Pharoahs.

My guess is, since part of the movie takes place in Egypt, who ever this Decepticon is, he inspired by The Sphinx, and other Egyption glyphs and designs.
