For months it has been well known that Joseph Gordon-Levitt who played Cobra Commander will not reprise his role in Jon Chu’s upcoming G.I. Joe. Leaving the opening for either a new evile for the Joes to fight or an old one with a new twist.

Serpentor
Serpentor is the product of a conspiracy within Cobra to create the perfect soldier. A cabal of Cobra scientists led by Dr. Mindbender and Destro raided just about every tomb to contain history's greatest warriors. They scrounged every scrap of DNA they could that would serve as the genetic blueprint of this super soldier. Thanks to Mindbender's genius, Serpentor is imbued with the memories and experience of these legendary men.
Serpentor possesses acute military genius, courage, daring, charisma, political knowhow and fighting prowess that easily overshadows Cobra Commander's. His creators neglected to take into consideration that the warriors from which Serpentor's DNA come from also happen to be cunning and ruthless leaders with huge ambitions. For in Serpentor's blood, it calls forth in him the glory of conquest... the conquest of the world.

Destro
Destro is one of the most cunning foes the Joe Team has ever faced. He is the power behind M.A.R.S. (Military Armament Research Syndicate), one of the largest manufacturer of state-of-the-art weaponries. His business is fueled by inciting unstable countries to wage wars against each other and then getting them to purchase weapons from him. To him, war is simply man's expression of his most natural state. It is the perfect example of where the fittest survive and where many technological advances are made.
The silver mask Destro wears is his most distinctive feature. It is forged from Beryllium steel. For centuries, the Destro clan designed and sold weapons. In an incident dating back to the English Civil War, an ancestor of his was caught selling weapons to both sides. He was forced to wear a steel mask for his crimes (neither side were willing to execute him because they still wanted his weapons). Rather than taking it as a sign of shame, the Destro clan turned it into a symbol of pride. The patriarchs passed it down as tradition from father to son for over 20 generations.

Zartan
One of the more eerie operatives in the employ of Cobra, Zartan unnerves both colleagues and opponents alike with his ability to alter his appearance and blend in with the environment. As a master of disguise, he has employed both practical and technological means of deceit, utilizing makeup and holographics. In addition to disguise, he is an expert in ventriloquism, a versatile linguist and escape artist. Zartan is a difficult man to capture and hold as he has shown to be proficient in several martial arts, some of which are believed to be derived from ninja. Cunning and intelligent, Zartan is the complete opposite of the band of biker miscreants he leads, the Dreadnoks who tend to rely on brute force. In he film Zartan is sent to America where he infiltrates the White House and assumes the identity of the President of the United States as part of Cobra's plans for world domination. Several times in the film he whistles the tune "For He's A Jolly Good Fellow" and at the end of the film when he has taken the place of the President, confirming his identity.

Cobra Commander
For most of the movie, he is referred to as "the Doctor", a scientist working with James McCullen concerning his research on nanomites. It is revealed that he was Rex Lewis, the younger brother of Ana Lewis (later The Baroness) and once a soldier alongside Duke. Rex was presumed dead after a building Duke sent him into was hit with a premature air strike called in by Duke and was left for dead. But in reality, prior to the explosion, Rex saw McCullen's early experimental research on nanomites conducted by the real Doctor Mindbender and was in awe of the sight. Surviving the incident, yet severely scarred, both physically and mentally, Rex learns from Mindbender and perfects the nanomites, using his own sister as a test subject in creating the Neo-Vipers as well as having a vendetta against Duke for leaving him to die. When Duke is captured, Rex reveals himself as he attempts to subject him to the nanomites and making him a slave like the Neo-Vipers. By then, Baroness overcomes her programming and saves Duke. Escaping with a badly burned McCullen, Rex uses specially made nanomites to heal the man's face but also encases it in a living, silver-like metal. Dubbing him Destro, Rex puts on a mask and tells McCullen to call him Commander. Though under arrest and placed in a high security prison aboard the supercarrier the USS Flagg, Cobra Commander's master plan had only begun with Zartan disguised as the President of the United States.

Al-Qaeda

I actually enjoyed this movie unlike other people and I thought Joseph Gordon Levitt was pretty good as Cobra Commander so I would say keep him and Destro.

All, especially Cobra Commander; he was the best thing in the movie (as well as Snake Eyes).

Though Serpentor will just become the main antagonist later on as the movies progress (at least, IF the movie progress since alot of people don't like the first).

I hope that Cobra Commander is the main antagonist, and that he comes off better than that crappy first one. I have high hopes for the next one tho, despite the shortcomings of the first

Storm Shadow, Zartan and the Dreadnoks, and Firefly should be the main focus to make the movie sweet:

These guys should still make appearances but kept at small roles:
Cobra Commander
Destro
Major Bludd
Baroness
Dr. Mindbender
Tomax & Xamot
Maybe small cameos for Copperhead, Scrap Iron & Wild Weasel

If they actually do this movie right they could focus more on these guys in sequals
NO SERPENTOR!! (at least not yet)

The only time I liked Cobra Commander was in GI Joe Resolute, acid from that Serpentor & Destro have been better leader in my opinion.
