A.R.G.U.S. (Advanced Research Group Uniting Super-Humans) is a rather recent
DC Comics invention, one created by DC Entertainment Chief Creative Officer Geoff Johns (and Gene Ha) in
Justice League #7. Johns also writes episodes on the show so there's a possibility that he had a hand in the addition and the decision to go with A.R.G.U.S. over something like
Checkmate. Another potential factor could be that Checkmate was previously featured in
Smallville, so the show could simply be looking to traverse fresh waters.
For those of you not up to date on the current happenings in D.C. Comics, A.R.G.U.S. is a U.S. homeland security splinter cell agency spearheaded by
Amanda Waller and
Steve Trevor that's assembled the likes of Hawkman, Green Arrow, Catwoman, Stargirl and others to form their own Justice League (of America); one that's answerable to the American government unlike the one that Superman and Batman hold membership within. It's probably safe to say fantastical characters like Hawkman and Stargirl won't appear on Arrow but perhaps the presence of the acronymed agency means the show will have its own version of Trevor and Waller.
By 'coming soon' as executive producer
Mark Guggenheim puts it, we have no idea if that means the group will appear during the last remaining episodes of season one or if the outfit will debut during the show's second season. We'll have more details on this development as they become available.

OLIVER MUST SAVE ROY HARPER FROM A MURDERER — An angry resident of The Glades who calls himself “The Savior” (guest star Christopher Redman) embarks on a kidnapping and killing spree to punish those he believes have wronged the residents of his neighborhood. To make things worse, he broadcasts these murders online and claims he was inspired by Arrow’s (Stephen Amell) vigilantism. Oliver is horrified by this statement and vows to stop “The Savior,” but his manhunt in intensified after Thea (Willa Holland) comes to him in tears and tells him Roy (guest star Colton Haynes) has been kidnapped. Laurel (Katie Cassidy) is surprised when her father (Paul Blackthorne) starts to believe her mother’s (guest star Alex Kingston) claim that Sara is still alive. Meanwhile, Malcom (John Barrowman) tells Moira (Susanna Thompson) to find the person responsible for his attempted murder. David Ramsey and Colin Donnell also star. Nick Copus directed the episode written by Drew Z. Greenberg & Wendy Mericle (#118).
