Deadline.com's Nikki Finke has just released this report that seems to be the culmination of the Ruffalo/Norton/Avengers rumors:

"I've just learned the ink is drying on the deal reached by Brillstein Entertainment Partners with Marvel. (There's no official confirmation yet from Marvel whose reps aren't available for their usual "No comment".) So it looks like Marvel movie mastermind Kevin Feige may pull this off and bring Ruffalo along with other of The Avengers superheroes and director Joss Whedon to tomorrow night's panel at Comic-Con."

Deadline was the original source linking Ruffalo to the role of Bruce Banner, and until recently the buzz has been that his tentative contract with Marvel was still being looked over by both parties; up until today. Only time will tell if Ruffalo will be present at Marvel's THOR and Captain America movie panel taking place in Hall H at Comic Con.
