@HavocPrime I don't know much about Power Girl but I thought the cleavage serves to distract her enemies (at least that's what I read somewhere)? Seems quite practical to me.

@tylerzero - originally she didn't put anything there because she wanted to have her own symbol and also didn't feel like she was worthy enough yet to wear the classic 'superman symbol' that her New Earth and original Earth 2 families wore so she left it blank until she could think of something to put there. After that people recognized her for it and she just left it that way.
