1. First I'm going to start off with my favorite. The beautiful Australian actresses, Abbie Cornish. She's a great actress and has a lot of experience in big movies such as Robocop, SuckerPunch, Geostorm and more.
But the main reason why she's my number one choice is because she looks exactly like Supergirl from the Injustice 2 Video game.
2. Next up is another beautiful Australian actress. Claire Holt. Before Melissa got the role to play superhero for the CW tv series, it was heavily rumored that Claire was going to play the role. An awesome reason why Claire deserves a shot is she showed a true personality of being a superhero in real life. Sorry if this is too much, but Claire had a miscarriage recently but she managed to stay strong as heart broken she was.
Much respect for her and so sorry for her loss.
She also has a very pretty and dreamy face that reminds me of those beautiful superhero fan arts. Here's one.

3. Third favorite for the role is Sophie Cookson. I haven't seen her in much but her side role playing an awesome agent in the Kingsman franchise is enough for me to make me wanna see her suit up as the Kryptonian heroine.
4. Last but not least, Leven Rambin. Also haven't seen her in much, but playing the beautiful, tough daughter of The God of War, Ares, in Percy Jackson: Sea of Monster also convinced me that she would make a great supergirl. Supergirl is Superman's cousin and judging by Leven's looks, she has a jaw structure similar to Henry Cavill. Makes them look related.
