1) BARON BLOOD
Baron Blood made his first appearance in "The Invaders" clashing and brawling it out with Captain America. John Falsworth travels to Transylvania and encounters the one and only Dracula, who transforms him into an ageless and loveless vampire. Reappeared during WWII using Nazi technology to keep him from having to avoid sunlight, and finds himself in the position to take on the first Avenger. There have been plenty of vampire based characters in Marvel comics, but with Baron Blood being one of the first, and nearly biting into Captain America's neck, makes him one of the most creepiest villains in my opinion.
2) BUSHWACKER
Making his first debut in DareDevil #249 Carl Burbank (former priest) was hired by the CIA and was surgically given a cybernetic gun replacing his arm. Shortly after he decides to take the law into his own hands and sets himself out on a personal mission to take down the mutant kind. Slowly losing his mind Bushwacker hunted and murdered innocent mutants before being taken down by Wolverine and DareDevil.
3) CARNAGE
During a prison breakout Cletus Kasady came across the symbiote that was once bridged to Eddie Brock known as Venom. With Kasady being put away for being completely mental, he was a threat before he even came in contact with the symbitote. He goes by the name of Carnage and goes on an all out rampage murdering random innocents on the street, forcing Spider-Man and Venom to team up on multiple occasions. It's safe to say that Carnage is one of the biggest threats that Spider-Man has ever encountered.
4) CROSSBONES
Brock Rumlow was the leader of a New York gang labeled the "Savage Crims," and after tormenting a 15 year old girl, he brought on the vengeance of her two older brothers, forcing him to flee and become a criminal instructor underneath the control of Red Skull, going by the name of Crossbones, he became one of the most threatening crooks that Captain America has duked it out against.
5) JIGSAW
In the Maggia Crime Family Billy "The Beaut" Russo,(known for his looks) was hired to kill the Punisher after the previous hits on him have been flawed, after thinking the job was over with, the Punisher broke into his nightclub, and after killing a handful of his men, Billy was thrown into a plane of glass headfirst, changing his persona into Jigsaw. Stitches and scars running all down his face and losing all hope for ever having a normal face again, he goes all out in trying to kill The Punisher with nothing to hold him back.
6) ONSLAUGHT
Our beloved Charles Xavier took over Magneto's dark and evil emotions along with his ego. It happened when a group of anti-mutant humans killed Dennis Hogan (a young mutant) right outside of Xavier's institute, this triggered the disgust in Professor X and Onslaught was born. With Charles controlling Onslaught, he was ready to achieve his mutant friendly goals and dreams by any means necessary.
7) PURPLE MAN
Killgrave being a native from Yugoslavia was a communist spy who was sent to apprehend untested nerve gas. A solider that catches him in the act starts shooting at him and bursting open a vile of the nerve gas which turns Killgrave's skin, hair, and eyes purple. Also giving him the power to control people and make them do what he wants. In a NEWISH series called "Alias", Purple Man is the main villain and the events that take place between Purple Man and young super hero Jewel is just mind blowing. Probably not clean enough to write about on CBM, but I recommend picking up the "Alias" series, so you can see for yourself how terrifying the Purple Man really is.
8) RADIOACTIVE MAN
I don't think that Chen Lu "Radioactive Man" gets the credit he deserves. The thought a nuclear physicist who was exposed to a large amount of radiation and able to survive and wear a one piece is just plain creepy. Let's not leave out the fact that he's a commie. He's a bigger threat then he's been made out to see, you've got to be pretty tough to nearly take down the God of Thunder.
9) SUGAR MAN
Sugar Man started off running a slave camp in the AoA series, he shrunk down and hid in Colossus's boot and traveled to the Marvel Universe, but the guy is completely off his rocker. I mean he eats children, he looks like a crunch berry that took a hit of gamma radiation, but the biggest turn off for Sugar Man would be those studded suspenders.
10) TIGER SHARK
Todd Arless is one of my favorite villains in Marvel comics, he was a championship swimmer, but after destroying his back while making an attempt to save someone falling off a sea craft. He was injected by a metamorphosis serum giving him the power of a Tiger Shark. He soon started to develop a criminal mind and received the Tiger Shark costume and swam to Atlantis and took over the throne until Namor took it back.
11) THE VANISHER
Not many people know about the Vanisher, he's not that big of a deal. He teleports and commits crimes. The thing that makes Vanisher feared is the fact that he doesn't care who he hurts to get what he wants. He can just show up in the back of your car, in your bed, in your shower, or anywhere and just BAM! You're gone.
12) VERMIN
Edward Whelan (the Vermin) has always come off to me as a vile and disgusting fella. Especially how he was portrayed in "The Spectacular Spider-Man" series. Just living in the sewers, sneaking out of manholes, grabbing people off the street, and taking them back down the sewers to chow down on them. No matter who you are you can only just kind of look at him and go....

Adrian Toomes is one of my top favorite Spider-Man villains. He has no concern for the human kind, and will do cruel and inhumane act if the money is good. I remember in "The Spectacular Spider-Man" opening of the series the Vulture was just picking off animals from the zoo in New York, flying as high as he could go, and started dropping all of the animals to their deaths. Vulture is hands down one of the biggest creeps in the Marvel Universe.
