(I'd like to start by saying I'm not a writer, so bear with the poorley constructed article.)
According to comicbookbrainsplatter.com, Namor is not currently with Universal Studios (as Kevin Feige stated last year) and instead he may actually be with Marvel studios. The character's relationship with the Fantastic 4 has lead to a lack of clarity regarding his position in the past, but comicbookbrainsplatter reference a recent interview between Kevin Feige and IGN's Jim Vejvoda, where he states:
"No, Namor I think is a little complicated, the way some of them are. Elektra I think we have. I think that was part of Daredevil, and that's clean and simple. Kingpin we either have or somehow share. I'm not 100 percent clear on that one."
From this it is clear that the rights are a little more ambiguous than Feige first claimed. After this the article reference a tweet from The Holywood reporter's 'Bory's Kit', a trusted source, who states:
"But at least one thing is wrong: Universal does NOT have the rights to the Sub-Mariner. Marvel has them."
He then follows up the tweet by saying that he had done due dilligence with both parties and came to the same conclusion; that marvel has the rights. Now this has not been oficially clarified as of yet, but it would seem that Kevin Feige's original statement last year may have been a mistake, and at the very least he has been backtracking.
